In twentieth Century90years, the rapid expansion in the process of economy, development zone has become a feature of Chinese economic growth. In the regional economy especially the economic development in the city, development zone become the engin of economic growth, in terms of policy guiding, capital colecting, attract talent, infrastructure construction, optimization of industrial cluster has made an important contribution. With the increasing number of National Development Zone at all levels, the total economic output of development zone expansie rapidly; the main economic indicators of growth rate higher than the national average. So that the contribution to national economy rate has continued to improve. Xi’an city as one of the most important provincial capital city in the western provinces, on the one hand, through rational planning and layout of city function area, the new industrialization peomoted in the development zone. On the other hand, adhere to the city wilh rural, development zones construct of integrated urban and rural economic and social development pattern, based on the development strategy of exploring new towns for Xi’an its own characteristics of the development of the construction of the road. In this context, the development zone as the Xi’an industry bearing, the new industrial base,industrial upgrading of the new center, carries the dual tasks of regional industrial upgrading of the city.Based on the theories of regional economics and development economics, combining with the main characteristics embodied in domestic and foreign and development process of Development Zone in Xi’an City, This paper analysis of the relationship betweenthe construction of development zones and the city’s economic giowth from two aspects of theory and empirical. In theory, this paper believes that the Development Zone Construction for the city economic growth mainly in three aspects:strengthening the regional division of labor, causing a new regional economic growth point, promote the formation of city; in practice, taking Xi’an city and national Xi’an Economic and Technological Development Zone as an example, through the Grainger test proves that economic growth of Xi’an city and the open area of investment in fixed assets rate are closely interdependent, and the two reciprocal causation, interaction, mutual promotion between tht; two growth. Therefore, this paper from the strengthening of land intensive management, improve the function of the park layout, perfecting the operation system and mechanism, establish a reasonable industrial structure, implementation and orderly development financing, put forward six aspects of policy recommendations to improve the supporting facilities etc.
