With the rise of the knowledge economy and the domestic and foreign enterprise competition, performance management has become one of the most effective meansto improve the core competitiveness of enterprises, the strategic position of the performance management in enterprise development has been continuously strengthened, more and more large group company high-level attention. From the point of view of practice, performance management, many group companies have many problems, so that enterprises are facing a great crisis. Yan Chang Petroleum Group to the rapid development of outstanding performance has just entered the world top500enterprises, but the current group management pattern and organization performance management has seriously affected or hampered group better and faster development.This is from two aspects the group control and performance management of the existing theory, the theory of management in the past the group company control theory and organizational performance research, systematic analysis, through combing, induction and analysis of the basic situation, Yan Chang Petroleum Group is current system control mode and organization performance management, find out existing management system’s current organizational performance problems. In order to solve the extension of the organization of the petroleum group performance management problems as the starting point and the foothold, the dimensions of the balanced scorecard framework, in order to establish the group strategy oriented KPI system, on the basis of extending the organization of the petroleum group performance management model, in the model of performance improvement of each link are researched, finally put forward to strengthening and supporting from three aspects of concept, motivation and enterprise culture.Company management and organizational performance management are intricately linked, both must be organically, mutual support. The essence of organizational performance improvement management group is an innovative performance management system and mechanism, only pay attention to its operating results, but also pay attention to the operation and management process. The group strategy oriented KPI system is the core content of the whole organization performance management, which both the short-term interests and long-term interests of enterprises, and provides a way for enterprise strategy. To standardize the performance management system is the key, to the performance management into all levels of management and staffs daily work, enhance organizational performance and management level.
