Research On China’s Construction Of Affordable Housing Supported By Housing Fund

In recent years, since the China’s commodity housing prices continue to rise fastly, the housing problems of low-income families gradually revealed,"housing problem" becames the focus of attention to people’s livelihood. In order to solve the housing difficulties of low-income families, the government continued to increase investment in affordable housing forces. Some areas has solved the housing difficulties and improved their housing environment after years of construction of various types of affordable housing. Nationwide, China’s development of affordable housing construction is still relatively slow. There is a short supply situation, while restricting the development of affordable housing. The source is the lack of construction funds. In stark contrast with the housing fund is there has a large number of idle funds and funds utilization is low, all the resulting in insurance funds have added housing fund less protection. Therefore, this article aims to support the construction of affordable housing policy based on the implementation of the housing fund for the corresponding study.This paper starting from housing fund system and construction of affordable housing, comprehensive literature review of researches from national experts and scholars, and then combine them to analysis necessity and feasibility. Not only review the development of policies, but also use the effective data analysis methods to analyzsis for the construction of the pilot cities for each country, and sum up the problem in the implementation of the pilot cities. Finally encounter widespread this policy and use AHP on the main factors affecting the implementation on the policy arranged, then clear the key factors. In the elaboration of the foreign-related housing construction experience, using the summary law, to provide reference for China’s housing fund to support construction of affordable housing legislation on professional management institutions and other angles. Finally, the corresponding countermeasures and suggestions in line with China’s national conditions.This article describe the second batch of pilot cities of China’s housing fund to support construction of affordable housing, which is currently not mentioned in the related article. The author hopes that this section will has a reference to the future research, and the sort of AHP policies in the main factors identify the key factors will let the countermeasures’ proposed be more targeted.
