According to the requirements of prospective urban and rural integration, China has made significant deployment that we will make every effort to promote socialist countryside construction and develop modern agriculture. Among agricultural and rural problems, farmer problem is the core central one and farmers are the main part in the agricultural production and operation; land which is the most basic means of production, it’s the core of farmer problems. China now is in an important period in the new urbanization construction process. We should adhere to the coordinated development of big and medium-sized cities and small towns and keep urbanization with China’s own characteristics. The characteristics of urbanization are "land utilization" and "people gathering". Rural land circulation is the result of urbanization and industrialization and land is the carrier of urbanization. It will be of great importance to improve China’s rural land circulation mechanism, meet the land demand for latest urbanization construction and achieve the coordination of the two under the principle of protecting farmland.Based on China’s statistical yearbook as the major data source for reference and guided by the theories of Max’s property market allocation and land capitalization, this paper discusses the interaction mechanism between new urbanization and rural land circulation and it analyzes the impact of China’s agricultural land property rights system on rural land circulation. Through analyzing the status quo of China’s rural land circulation and its problems, experience of foreign rural land circulation mechanism and the examples in Chengdu, Sichuan Province, establish China’s rural land circulation mechanism from the aspects of government management, market mechanism and land use planning.Totally, there are six chapters in this paper:The first chapter mainly introduces the background, reviews foreign and domestic studies which have been done and briefly introduces the content and significance of the study in this paper.The second chapter defines the concepts such as new urbanization and rural land circulation, etc. In addition, this chapter introduces the relationship between farmland property right system and rural land circulation. Gives description of Max’s property market allocation theory and the land capitalization theory, which is the theoretical guidance of this paper.The third chapter makes researches about the interaction mechanism between new urbanization and rural land circulation. New urbanization provides a proper developing environment for rural land circulation; at the same time, rural land circulation has made great contribution to new urbanization.Chapter four briefly describes the history of China’s rural land circulation from the year of1978. By collecting and analyzing the information and data about China’s rural land circulation during the passed decade, analyze its current situation. It also studies the status quo and problems of China’s rural land circulation.In the fifth chapter, the paper, referring to the experience of other counties in the world about rural land circulation during urbanization and the empirical analysis about Chengdu’rural land circulation and making it principles of China’s rural land circulation mechanism optimization, gives eight suggestions from the points of government positioning, market regulation and land use planning, etc.The sixth chapter is the conclusion of the following content and clears the work and shortcomings in this study.
