This paper makes a detailed analysis on the transformation strategy of rare earth exports in China from the government regulation perspective, and puts forward relevant policy suggestions.First of all, this paper carries on the outline to the general situation of rare earth export in China through two aspects of vertical and horizontal, then, divides the rare earth export development of China into four stages on the basis of rare earth export policies in China over the years.Secondly, through correlation analysis, verifies the policy specific characteristics of rare earth and the significant correlation between rare earth export policy and export price/amount from the perspective of government regulation. Then, discusses the effect of different government regulation and control of rare earth exports on the export pricing in the four stages of policy through the game theory.Thirdly, makes a detailed analysis of transition of the rare earth export in china from four aspects of advantages and disadvantages, opportunities and threats through SWOT analysis method. China rare earth export transition advantage:relatively abundant resources, a larger market share and advanced technology in development China rare earth export transition inferiority:excessive resource loss, serious environmental pollution and lack of processing capacity. China rare earth export transition opportunity: seizing the pricing initiative, obtaining the potential huge profits and optimizing the industrial structure. China rare earth export transition threat:the buyer threats from America, Japan and EU, the seller’s threat from Australia and India.Finally, based on the analysis, puts forward some countermeasures and suggestions of rare earth export our transformation strategy development. Not only summaries two aspects of traditional policy and regulation of the market but puts forward some suggestions from two aspects of international organizations and financial futures.
