Analysis Of SWOT - AHP Of China 's Rare Earth Industry Export Under Quota

In early 2015, the Chinese Rare Earth Export Quota Management System, which had been implemented for 16 years, was officially canceled. On December 31, 2014, the Ministry of Commerce and the General Administration of Customs announced that the list of goods under the export license management in 2015. There are 8 goods, including rare earth, tungsten and tungsten products, can apply for the export license with export contracts, and no need in providing the approval document. So how to ensure the healthy development of Chinese rare earth’s export while the quotas abolished has become an urgent problem for the government to solve.In this paper, the related theories of the export quotas and SWOT model will be discussed and deducted firstly. Export quotas is for some certain merchandise; it is set within a specific period ceiling stipulated by the government. Including supply and demand theory, factor endowment theory, sustainable development theory and national security doctrine. These theories explain the necessity of the export quotas for rare earth industry. Then, the paper analyzes the effect of export quotas on Chinese exports of rare earth industry produce, concluded that the export quotas do not achieve the expected results. Followed by a detailed analysis of the current situation of China’s rare earth industry after the abolition of the quotas system.After learning the current situation for our rare earth industry, this paper makes a list of export opportunities, threats, strengths and weaknesses facing China’s rare earth industry and build the SWOT model.After that, by logical analysis, from the perspective of the protection of resources, rational use of resources, this paper proposes specific coping strategies for China’s rare earth export industryThrough theoretical analysis and research, this paper draws the following Countermeasures: first, to develop national rare earth resources strategic planning; Second, we must strengthen the supervision of the rare earth industry; Finally, to greatly improve the level of scientific research and technology of rare earth industry. Through SWOT-AHP model, we obtained how to achieve sustainable development for China’s rare earth industry while the quotas gone.
