The Research Of Post-evaluation Index System For BTS Construction Item Of Hunan Telecom

The post-evaluation on project，which is one of the most significant tache ofmanagement of the whole process of one project， refers to the systematicalcomprehensive objective analysis,summary and value of the goal of a project,construction process, benefit, action and infection after operation for a period of timesince accomplishment of the project.Through the post-evaluation on project，you canaffirm whether the anticipate target of the project construction has beenachieved,whether the plan is reasonable and effective,and whether the main benefitindex has been reached. One can summarize the experience and lessons by finding outthe reasons of success and lost via systematical analysis and value, and recurring toinformation feedback, one can bring forward suggestion good for the enhancement ofthe level of latter project and invest decision-making.At the same time, it can proposeimprovable measures and advices for the problems occurred in the project operation,which is aimed at increasing the invest benefits.Because of insisting on independence,science, justness and transparency, the post-evaluation on project can evaluate thesubjective and external reason of success or failure of one project externally and fairly,can reflect the achievement and problem of decision maker, supervisor and erector, soit became more and more popular in project evaluation in practice. Post-evaluation onproject in China began in recent years，and people usually pay more attention topre-evaluation on project.The evaluation index system is not so perfect, and it can notpresent the effect of implement and completion status roundly, exactly and externally.The base transceiver station construction project commonly has thecharacteristics such as significant investment, whole network and difficulty in earningapportionment etc, so it has been one of the difficulties in post-evaluation oftelecommunication enterprises.Firstly,basing on the research of the application ofpost-evaluation on domestic telecommunication construction project, and thesumming-up of the problems occurred in post-evaluation on domestictelecommunication construction project, and the author’s practice experiences,including the analysis of the characteristics of the base transceiver stationconstruction project of Hunan Telecom, the author proposes the post-evaluation indexsystem and the comprehensive post-evaluation methods of the base transceiver stationconstruction project of Hunan Telecom, which contains project target evaluation, project implement evaluation, project benefit evaluation, project sustainabilityevaluation and project influence evaluation. Furthermore, an example of BaseTransceiver Station construction project of X Telecom was studied. By the calculationand contrast of the actual index of this case, the author makes several suggestions forthe project implementation process.By the analysis and research in this paper, the author bring forward thepost-evaluation index system of Base Transceiver Station construction project, madesome suggestions for the post-evaluation, provided some theoretical basises andreferrences for the following post-evaluation work.And all these studies providetheories and blue print for the practice of post-evaluation practice in the future.
