Institution entrepreneurship theory as an emerging theory, so far, in foreign countries, it has been researched for more than20years, but in China, the study about it is still at the starting stage. The purpose of this theory is to explain that how institutional entrepreneurs give full play to their agency, and use all sorts of institutional entrepreneurship skills, base on different stakeholders to use different strategies to interact with each other. Although institution entrepreneurship strategy is becoming the research hotspot gradually, at present, most of the studies of it are just repeating, improving and deepening predecessors’work, fail to form the systematic theory, so present the apparent "fragmentization" phenomenon. At the same time, China is facing with enormous institution transition, this create lots of opportunities for scholars to study institution entrepreneurship strategy intensively, so, China becomes the study field which has quite a lot research prospect.Based on predecessors’theory achievements and the research background of China’s transition economy, This study uses multi-case study, utilize the qualitative statistical analysis software------Max-Qda, combine with Time Series Methodand Content Analysis Method, then select Luyuan Group, Hengdian Group, Bank of Taizhou and the PHS as the study objects, and through dividing the institutional entrepreneurship stages, exploringly study the different stakeholders that these four privately-owned companies face in different institutional entrepreneurship stage, and base on different stakeholders, how these four privately-owned companies use different strategies to affect them, then reach different stage period purpose, at the same time, construct the corresponding mechanism model of institution entrepreneurship strategy. So to some extend, this reveal that the "black box" of how privately-owned companies use institution entrepreneurship strategies to interact with stakeholders in the background of transition economy Through exploring the mechanism of institution entrepreneurship strategy deeply, this study could get these conclusions as below:Firstly, the process of institution entrepreneurship initiated by privately-owned enterprises in China could be divided into three stages: establishing foundation of innovation, theorization and promotion of new institutions; Secondly, in the stage of establishing foundation of innovation, institutional entrepreneurs use rhetorical strategy and social network strategy to interact with opponents of institutional change to reverse their opposed attitude to change, and make them participate into the institutional change troops; Thirdly, in the stage of theorization of institutions, institutional entrepreneurs will apply rhetorical strategy, theorization strategy and social network strategy to have strategic interaction with supporters of institutional change, build alliance and cooperate sincerely, realize the common institution entrepreneurship; Fourthly, in the stage of promotion of institutions, institutional entrepreneurs will use culture strategy to impose influence on the neutral of institutional change in the organizational field, with the help of congnitive legitimacy built by neutrals, and then diffuse the new institutions. Based on the theory achievements of predecessors, and combine with the research background of transition economy in China, this study systemizes the viewpoints of institutional entrepreneurship strategy. On the one hand, this study deepens the research of institutional entrepreneurship strategy’s mechanism and form the systematic structure of it, make the process of institutional entrepreneurship more transparent and enrich the institutional entrepreneurship theory; on the other hand, the research results of this study could provide effective reference and scientific guidance for private entrepreneurs in China to lead institutional entrepreneurship and promote enterprises’growth.
