The government strengthens the control of "three public consumptions", leading to inhibit excessive phenomenon, and the high star-rated hotels are faced huge difficulty. They need immediately transformation and upgrading, and only in this way they can get an impregnable position in the intense market competition. At the same time, the hotel enterprise’s operation cost is increasing year by year, the labor costs account for a growing proportion, which requires the hotel operator can manage human resources on the height of the strategy. Only the way of developing and managing human resource scientifically and effectively, and giving full play to the hotel staff’s enthusiasm and creativity, the hotel’s operation and development strategic target can be achieved. Effective performance appraisal is an effective way to promote the human capital.According to the different size, nature and quality of hotels firms, configuration and performance evaluation methods of human resources will be different. There are73small monomer high-star hotels in Zhejiang Province, whose development can influence the healthy development of the hotel industry. Research on the performance aspects of its management is of positive significance. Through performance management survey research on the small independent high-star hotel in Zhejiang, this paper summarizes the progress of domestic and foreign-related research, and performance evaluation methods commonly used, and comparatively analyzes the research on the status of performance management, and points out its shortcomings. It put forwards that this type of hotel cannot copy the performance companies and other large hotel companies, it needs performance management model in line with its own characteristics.This paper puts forward innovatively different performance appraisal to hotel employers in four levels, flexible use of several kinds of performance evaluation method of low cost, easy to learn (behavioral anchored method, critical incident method) and the integrated use of KPI method. The KPI index weight of senior management is increased; The middle-level management performance is based on the index of assessment standard, designed around weight, examine cycle and so on; The combinative method of BEI and KPI is designed for grass-roots management; The BEI is applied to the ordinary employees; Combined with an annual360-degree feedback, a new performance management system is formed. In the integrated use of performance evaluation tools, performance appraisal will be implemented and enjoy popular support. Performance management can increase the staff’s’ motivation, and get the enterprise a comprehensive improvement. Then I select the Hengdian DMEGC hotel as the object of theory practice. Through follow-up for six months and relevant data before and after the use compared, it is concluded that a comprehensive use of a variety of performance methods can enhance employee motivation, bring economic benefits for the enterprise, but also reduces employee turnover, improve customer satisfaction.In this paper, we used system theory to study hotel enterprise performance appraisal and also we focused on the mutual support and promoting of the elements of performance appraisal system. We analyzed the question of small independent high-star hotel human resources management using analyzing method; And also we studied the existing literature both at home and abroad about the resources management and performance evaluation. We used the method of combining theory with reality to demonstrate the feasibility of DMEGC hotel.In this paper, we aim at offering the human resources methods to the small independent high-star hotel, establishing the theory and methods of performance appraisal system so that the enterprise can realize its own strategy, then they can have an impregnable position in the intense market competition. Also we filled the monomer on performance management of the small independent high-star hotels, offered new idea of the performance management of high star hotels also we provided a new research idea for the comprehensive application of performance method.
