With the rapid social and economy development in the new century, urban traffic inChina is experiencing an unprecedented rapid growth. In order to improve the currenttraffic situation, cities have increased investment in road infrastructure construction,however, the urban road construction cannot keep pace with the vehicles numberincreasing. It can only alleviate traffic congestions in a short term, rather a long term policy.In many cities, especially in international metropolis like Beijing, traffic congestion is soserious that bring huge losses to the society."Striving for a better life and Constructing an international city with Chinesecharacteristics." In2012, since the11thparty congress, Beijing has been developed thestrategy of the next five years, started the journey to promote scientific development andbuild an international city with Chinese characteristics.However, traffic congestion has always been an obstacle in the road of developmentof Beijing. Based on the classic case of similar cities, the thesis intends to analyze the keyproblems of Beijing traffic system, and put forward practical and feasible taxation andrelated policy advices to improve Beijing’s traffic situation.In this thesis, on the basis of previous research results, the author will take Beijing asa example to explore ways to improve traffic situation in big city, discuss road tax and feesystem reform strategy. Full text is divided into four parts:The first part is to explain the situation and harm of traffic congestion, the limitationsof the existing governance policies and inefficiencies from the perspective of the rationaleconomic view.In the second part, from the aspects of overall urban planning and urban trafficmanagement respectively, the author will analyze the reasons behind the traffic congestionin Beijing.The third part is to introduce the basic experience of foreign governance urban trafficcongestion, by comparing overseas road tax management strategy analysis, then the authorgets revelation about road tax management.In the fourth part, On the basis of deeply analyzing of China’s road tax and fee system,the author points out that to build a "Tax first, fees second" road tax and fee income distribution system, and carry out the corresponding supporting tax and fee system reform. |
