Political influence factors of private enterprises in accordance with the relations between and among enterprises, society and government, is divided into internal factors and external factors of the internal effects on industry background, external influencing factors which involves economic, political and social factors.However, due to the lack of corresponding corporate governance mechanism of political behavior, such as bribing officials, building personal relationships with officials, even illegal political behaviol occurs frequently.It harms normal operation of the market, makes unreasonable allocation of socx. resources,-weaken the government’s credibility. Establishing a corporate governance mechanism of political behavior is imminent. A scientific management mechanism need be established, which is beneficial to the normal operation of market economy, to the reasonable allocation of social resources, to build efficient clean a service-oriented government.This paper, referencing Ostrom polycentric governance theory, through analyzing the enterprise political behavior influence factor, designed the new system. The system can solute suppling of the new system, credible commitment and supervising sanctions three questions.
