Research On The Development Of Producer Services In Changchun

Since the70’s last century, the global economic development structure shiftsfrom the "industrial economy" to "service economy", and the service industry hasbecome the most efficient part in the development of economy. With the developmentof world trade and economic integration, social substantial increase in productioncapacity, the increasing popularity of high-tech, the producer services withknowledge-intensive features have developed gradually and contribute a lot to theservice industry and national economy. So producer services become a essential partof modern economy attracting more and more people’s attention. According to thenew situation of China’s economic development at home and abroad, either forindustry or services are a significant contribution to the national economy becomeessential modern economy an important part of attracting more and more people’sattention. According to the new situation of China’s economic development at homeand abroad, following the “The11th five-year plan outline”,“The12th five-year planoutline” putted the development of services in a very important position and stressedthe construction of environment conducive to the development of service industry,the reform of the service sector, and improving of service polices. The plan alsoclearly pointed out the need to accelerate the development of producer services,stressed the need to deepen specialization, the service product and service modeinnovation, and promoted productive integration of services and advancedmanufacturing, and promoted the accelerated development of producer services.On the16’s Party Congress, formulated strategic planning to revitalize thenortheast old industrial bases. As the northeast old industrial city, Changchun is in animportant period of industrial restructuring and upgrading. As we all know,Changchun is an industrial province. In order to achieve its successful transformationof the industry, to achieve sound and rapid economic development, we must pay moreattention to the development of service industry. The quick development of modernservice industries is a key to adjust the industrial structure, change the mode of economic development, overcome resource and environmental constraints andimprove the livelihood issues. Producer services are the most dynamic part of modernservice, accelerating the development of producer services is beneficial to therevitalization of old industrial bases and beneficial to run the operation of significantstrategic decision.This paper mainly studies Changchun producer services from the followingaspects:Firstly, mainly clarify the background and significance of producer services,contributions from producer services on economic growth, analyze the literaturereview from three aspects: the contribution of producer services on economic growth,the integration of interactive producer services and other industries, the productiveservice industry cluster development and explain the main content and researchmethods of this article. Secondly, discusses the concept, classification, characteristicsand related theories of producer services. Thirdly, show a detailed analysis of thedevelopment situation of production service in some developed regions as New York,Tokyo, Korea, Beijing, Shanghai, Hong Kong and get the experience from fouraspects: take a priority in development of business service, pay more attention toindustry associations, focus on training professionals, standard construction of legalsystem. Fourthly, get the present situation of producer services by the analysis of thetotal production service industry, sub-industry analysis, correlation analysis withother industries and draw the conclusion: Changchun producer services has achievedgreater levels, the producer services of Changchun interior with traditional industry,with new supplement industry but the traditional producer services play a moreprominent role in economic development in Changchun while modern producerservices play a limited role. And find five constraints and problems existing theperiod of development in Changchun producer service. Finally, put forward thefollowing suggestions: optimize the internal structure, realize the integration withleading industry, set up perfect security system, do high-end service personneltraining, accelerate the pace of institutional reforms, improve related policies and regulations and so on.
