Skyworth Digital Technology CO., LTD., hereinafter referred as Skyworth Digital, the benchmarking enterprise in set-top box industry, on the one hand, with the rapid growth in the scale of business and personnel, increasingly fine specialization, and more and more complex business requirements and technical implementation, now faces increasing challenges and pressures in rapid response and timely delivery of products in the market. On the other hand, after years of cultivation, the market for set-top box industry is very competitive. If a company can provide the product which meets customers’ needs and make them satisfied in shortest possible time and with stable quality, then they can hold a dominant and leading position in future competition, and lay a solid foundation for the sustainable development.Based on the research background above, on the basis of sorting out correlative theories, this article first expounds the theory of project organization structure, integrated product development theory, capability maturity model integration theory and related content. Secondly, from the following four areas which are Skyworth Digital business and its project features, functions and project organization structure construction, project types and project development processes definition, and business performance and completion of the project, project delivery status is described. Then through research and analysis, this article identifies where the problem lies in Skyworth Digital from resources conflict, demand management and control of resources, cross-sector productivity, project input and output, and product process quality control which are the six aspects affecting project timely delivery. Again, it analyses the root cause of the problems from the following five areas, which are lack of effective control mechanisms in requirement, loose project organization structure, using function evaluation mechanism, lack of quality control in the process and incompetent project assistant. Fifthly, with combination of relevant theory and application, presents scheme design and ideas of further improvement on reconstruction of matrix organization structure, performance management of project key stakeholders, process optimization on requirement review and proposal stage, optimization design on key stages review and deliverable review. Sixthly, discusses and validate the entire plan from implementation steps and preparation carried out, the problems encountered in the process of implementation, and improvement and practical effect. And at the end, results made by comparison from enterprise performance before and after development programs are implemented, research and development per capital output value, project abandoned rate, project completion data and defective report during product testing these five aspects, lead to the summary on three main conclusions of this paper. Also, prospects of tentative plan are presented.
