Studies On The Establishment Of Earthquake Insurance In Our Country

Earthquake is one of the most terrible disasters in the world. In recent years theearthquake,which happened more and more frequently,has caused tragic losses includinglives and properties. Moreover, as the country where suffered the earthquake frequently,the earthquake which happened in2008in our country has caused tragic consequence. It isobviously not enough to merely depend on the government to compensate for economiclosses and reconstruct after earthquake disasters. As a means of resources storage andeconomic compensation, the function and efficiency of earthquake insurance can be veryeffective. Besides, the scholars has been made thorough studies on the earthquakeinsurance,especially the developed countries like Japan,American and New Zea landhave set the earthquake insurance system, as well as in our Taiwan. From its operation,wecan know the system can be very effective. Consequently, based on the existing earthquakeinsurance, it is necessary for our country to have a combined method of governmentcompensation and market operation.Considering the tragic consequences the earthquakehas brought to us,as well as the soaring economy, it is necessary and urgent for our countryto set the earthquake insurance which meet our national conditions.Based on the current situation and the problems during the developing process,it isnecessary and efficient to study the establishment of earthquake insurance.Secondlycombined with the cumulative earthquake insurance experience, this article tried to makethe proper earthquake insurance system and designed some earthquake insurance products.This article has five parts: the first part introduced the present study situation in the world;secondly introduced the current situation of the earthquake insurance in our country;thirdly this article studied the efficiency and necessity of the establishment of theearthquake insurance,the current implementation of the effectiveness of the earthquakeinsurance system in China was studied by using the model of a cost-benefit analysis,combined with China’s basic situation, choose some cost index and benefit index, using thelatest data for empirical analysis; forth,the article detailed classified the reference to the earthquake insurance system in the foreign countries. Last but not the least, the article triedto set the fundamental structure of our countries earthquake insurance system and thedesign the related earthquake insurance products,On the one hand, from the aspects of lawsand regulations, institutions and so on to build system of earthquake insurance in Chinawas analyzed, and put forward the construction of China’s earthquake insurance systemframework; On the other hand, according to our country’s basic situation from the set rate,coverage and so on several aspects are discussed in this paper, the design earthquakeinsurance is planted in our country.
