Research And Evaluation Of Management Promotion Project In Shangzhi City Electric Power Bureau

The county power supply enterprise management is a key topic that the electric powerenterprise management has been constantly practicing and exploring. With the diversity andcomplexity of power system reform and influenced by different regions, different history andother factors, the management systems and management modes of China’s county-levelpower supply enterprises have differences to varying degrees. In terms of China State GridCorp system, it can be generally divided into three management modes of direct supply,escrow and joint-stock. Management varies in organization structures, management modesand business processes among the1679county-level power supply enterprises escrow. ChinaState Grid Corp, which obeys and serves the overall work of the party and country, furtherstrengthens the unified management of county power supply enterprise from the strategicpoint of view of the development of enterprises. It also deepens "three sets of five" systemconstruction fully from reforming the organizational structures, transforming themanagement modes and reengineering business processes. In2013, China State Grid Corpput forward the comprehensive implementation of the county power supply enterprisemanagement promotion project. Shangzhi City electric power bureau, a county-level powersupply enterprise, has no exception to the implementation of the project."Shangzhi City Electric Power Bureau Management Promotion Project" is chosen asthe research subject and a project in this dissertation. Aimed at this research, projectmanagement theories and practices have been used to study and evaluate. Based on themethods of analyzing the enterprise management, suggestions have been put forward aboutthe enterprise infrastructure management, human resources, financial management, materialmanagement, planning, power grid construction, operation, maintenance, operation andregulation of marketing services, security management, the quality of power supply, theconstruction of the "three", managing enterprises according to law in thirteen aspects.At present, county power enterprises are generally keen on enterprise technologyresearch, while the research on management promotion of power grid enterprises is still in itsinfancy, not to mention the application of project management theory. Based on themanagement practice of county electric power bureau in Shangzhi, the experiences of itsmanagement promotion project has been summed up in this dissertation, aiming at fill the void in corresponding field. Showing great universality and representativeness, it providesimportant realistic basis for solving the problems in reform and development of countypower supply enterprises, deepening the “three sets of five” system construction, promoting“two changes” and speeding up the construction of “one-strong-three-excellent” modernpower supply enterprises. Meanwhile, the achievement of those projects can not onlyprovide measures and thoughts for enterprises to maintain healthy and sustainabledevelopment, but also show great reference value for promoting county power supplyenterprise management, which is crucial for power supply enterprises to take the lead ineconomic development.
