With the increase of poverty governance intensity, the number of poor people has dropped significantly. However, the "poverty caused by disasters" becomes the inevitable obstacles to poverty governance because of the impact of all types of natural disasters.This paper select the Chongqing Qianjiang district as study area and choose the Qianjiang district villages as research objects.The paper measuring the flood disaster risk transfer to the risk of provrty in village-scale base on the the theory and methods of GIS, fuzzy mathematics and social statistics by summarizes the study at home and aborad research results. The main contents of this paper include the following three aspects:Firstly, the paper analyses the mechanism of flood disaster. Then research the impact of flooding caused on the income, assets and benefits of the three-dimensional through the establishment of a soft layer model. The results show that the impact of floods on the mechanism of Qianjiang local income, assets and benefits of the presence of their own characteristics, but will result in deepening poverty.Next, the paper quantify the risk that flooding transfers to poor. The impact of poverty on the basis of flood patterns, through to the income, assets, and benefits of space technology indicators, combined with disaster loss rate based on historical data fitting, respectively flood the degree of risk transfer to three dimensions. By comparing the results before and after risk transfer, the result of different levels of risk transfer under the three dimensions is different.Finally, the paper integrates three dimensions risk. Measure the poverty incidence of Income, assets and benefits based on the risk quantification of three dimensions. And comprehensive measurement of the three dimensions and concluded the multidimensional poverty incidence according to the theory of multidimensional poverty, extent transfers to poverty risk comprehensive evaluation of flood risk.
