Along with the economic development and social progress, the financial controlplays a more and more important role in Chinese enterprises. Standardized accountingorder, good investor rights protection system relies on strong internal financialcontrols and accounting supervision.Starting from the concept of internal control, this paper presents the concept offinancial control in order to provide the corresponding theoretical basis for QingnengGroup to design optimal financial control. This paper presents the goal of QingnengGroup’s financial control, pointing out the goal of Qingneng Group’s financial controlis able to improve the quality of accounting information in order to protect the safetyof assets, integrity, ensure the implementation of relevant laws, rules and regulationsformulated and implemented a series of control methods, practices and procedures.Based on the status quo of Qingneng Group financial control, focusing onfinancial control from the stage between adopted a flexible financial control modebetween centralized and decentralized system-the relatively centralized financialcontrol mode to start, this paper describes organization of financial managementcenter at the present stage of the financial control of the core institutions.Through the analysis of the current situation of internal financial control systemQingneng Group’s proposed financial system currently exists a lack of integration offinancial control, budget management and the lack of full control of the operation ofthe Group’s capital does not regulate these three issues, and summarizes the three theformation of the root causes big problems is the problem of corporate governance on-the original system design suited to the development of the current group led to theemergence of these three issues. And pointed out that the root of these three mainissues that the corporate governance knot design is unreasonable, that the system offinancial control is not designed to be a reasonable allocation of responsibilities,resulting in pre-budget and financial control systems do control the weak link.Aiming at three problems of financial management system in Qingneng Group,the author puts forward the design focus is to improve control group control in advance and in consciousness, financial management of branch companies to SuretyCompany layer autonomy at the same time, improve the efficiency of the integratedmanagement of the financial control of the group.According to this design idea, the author puts forward improvement and perfectmeasures. Qingneng Group financial control integrated optimization design shouldcomplete the integration of internal financial control of the group, and thecomprehensive budget management and financial management into the integration ofdesign, to strengthen the control of overall budget management and moneymanagement, and puts forward the optimization plan supporting system.This paper will focus on the introduction and improvement of Qingneng Groupfinancial system design ideas, combing the present organization, operation strategy,put forward perfect internal control system of key economic service and perfectinternal control system.
