Since reform and opening up, China’s economic system reform has getattentionof domestic and foreign scholars, and the reform of state-owned enterprises hasbecome a top priority. Throughout the economic system reform course, from thebeginning of "recognized three pure", then the "with public ownership as the mainbody, the other economic sectors as the supplement, a variety of economic elementscommon development", and now is the basic economic system of the "with publicownership as the main body, a variety of ownership economy common development",the public sector of the economy in the economic system reform has been graduallyreduced. At the same time, the economic development is rapid in our country, the gapbetween rich and poor increase constantly, and the increasing situation is beyondpeople’s expectations. According to the World Bank report, since2000, our country’sginicoefficient is more than0.4. In nearly10years, the gap between rich and poor hasbecome increasingly obviousbetween urban and rural areas, between different regionsand industries.There is no doubtthat the reform and opening upmake part of theregion rich up. However, the reform and open policy achievement obviously were notaveragely distributed to all the people and all the parts. If the situation is got on, thehostility and antagonism between rich and poor is growing, the social contradictionswill be graduallyaccumulatedand finally it will affect the social harmony.The reform of state-owned enterprises and the gap between rich and poor bothabout national economy are thetwo big problemsof people’s livelihood. Along withthe reform of state-owned enterprises, the proportion of public sector is more and more small. On the contrary, our country’s ginicoefficient has a tendency to increase.According to the gini coefficient in2003-2012from the People’s Republic of China’snational bureau of statistics,0.479in2003,0.473in2004,0.485in2005,0.487in2006,0.484in2007,0.491in2008,0.490in2009,0.481in2010,0.477in2011,,0.474in2012. It can be seen from the previous data, the gini coefficient of the pastten years are more than4.7, some years’ even reached4.9, it has to ponder: theexpansion of the gap between rich and poor is related to the reform of state-ownedenterprises? If relevant, the reform of the state-owned enterprises in the future is tocontinue to the trend of "the state-owned enterprises withdraw and the private-ownedenterprises enter "or" the state-owned enterprisesenter and the private-ownedenterprises withdraw "? The reform of state-owned enterprises is where to go?In this paper, we will put the reform of state-owned enterprises and the gapbetween rich and poor as the main research object, by using the basic productionrelation of Marxism to discuss the formation and widens of the gap between rich andpoor, with "the town’s gini coefficient" and "The proportion of state-owned companyworker" as the indexes, by using the method of time series analysis to conduct theeconometric study andcomprehensivelyanalysis the internal economic relationshipbetweenthe reform of state-owned enterprises and the widening gap between the richand the poor. The paper will be designed to verify the basic contact between thereform of state-owned enterprises and the gap between rich and poor.Finally,on theAngle of the reform of state-owned enterprises, this paper will put forward thepolicies and suggestions about how to narrow the gap between rich and poor inChina.
