Since1990, with the implementation effect of one-child policy and the prolong ofhuman average life, the aging of population is deepening in our country due to the dualfunction of base ageing and top ageing. The senior citizen’s need for pension service israpidly growing along with the aging. However, there are still critical deficiencies in facilitiesand funds of pension service, which affect quality of life of these elders. For the sake ofpositive reply the challenge of aging population, we must accelerate the development of ourpension service to meet the increasing need of senior citizen. Thereby, the aim of this articlewas to explore a new mode on the governance of development issues of pension service byusing the polycentric governance perspective during the process of pension servicegovernance under the aging population background, in order to meet the different levels ofrequirements of senior citizen and promote the harmonious development of society.First, this article combed through the research results related to governance of pensionservice at home and abroad, and summarized relevant contents on pension service andpolycentric governance perspective. Second, this article analyzed the problems that occurduring the governance process of pension service in Qingdao after combed through thesituations about population and pension service of this city, which has a typical aging feature.Finally, this article present an interactive mechanism of pension service governance whichattributed to the combined impact of government, community, social enterprise, civil groupand so on, based on the experiences and models of succeed pension service governance ofdeveloped countries in west or Asia, as well as the problems that occur during thedevelopment of our pension service. The mechanism might play an important role inimproving multiplex development of our pension service.
