In the modern enterprise management, it has become an important topic of facing the reality to create and maintain the high performance. At the same time, performance appraisal has become the effective way to realize the enterprise with high performance. That is to say, the enterprise activities are always around to create and maintain high performance expansion, especially with KPI as the core of the performance appraisal, the appraisal and target are closely combined, is focused, close to the goals of the organization, and is simple, easy to operate, so as to fully guarantee the realization of enterprise performance.Anhui Telecom Engineering Company is an old telecom enterprise with a history of nearly60years and lots personals, a heavy burden. In the face of reform carried by the state-owned enterprise, and the cruel reality of break the "big pot" system then actively participate in market competition, it is imperative to implement the KPI performance management target oriented. To establish a scientific, reasonable performance evaluation system can strengthen the internal incentive and restraint mechanism, instead of the ideological education of hollow with scientific truth evaluation results, The mechanism system of the modern enterprise cadres and staff "can be out and income,income can be more or less" becomes operational, can realize the personnel management system.
