| With the deepening of China’s economic reforms, the pace of domestic enterprises and large private enterprises to enter the international market is also growing, with the strength and depth are quite different at the beginning of the reform. But these companies have to face constraints almost all factors of time to explore the international market, and these include the need to strengthen the management of human resources. In human resource management, labor management and labor cost management with increasingly fierce competition in the market, has become particularly important. For overseas investments of Chinese state-owned enterprises, faced with huge differences in laws, regulations and exotic cultures on how to effectively manage labor and employment, and control labor costs become good overseas institutions to determine their ability to survive even an important development factor.This paper took a survey, analysis and summarize the literature on the law of a state-owned enterprise Brazilian subsidiary-Plong’s labor management and labor cost position were analyzed. Data research has made use of one hand, combined with Brazil’s local employment laws and regulations and management status of the company, for a more in-depth analysis and research. Through research, initially identified the problem and its labor costs the company management in labor and employment over the reasons for the increase, and gives direction to take the development of the localization of management, scientific and rational way to develop staff salaries, good staff career planning specific solutions and countermeasures. At the same time, faced with increasingly higher labor costs, but also gives the rationalization of cost structure, staff workload to determine other specific measures to resolve.Results of the study shows that the company faced Brazil" unified labor law" restrictions, did not take a targeted strategy, not deeply explore solutions. These problems make the company’s management in labor and employment situation has always been a relatively passive, because labor costs are not properly cater to the local culture and rising in a relatively dangerous situation. To solve the problem of labor management must be based on scientific management concepts and tools, not to the state-owned enterprises in the domestic management mode when copying the past, the environment is different, the company’s "state-owned" status does not exist, only based on existing local conditions, the use of scientific management methods, in order to carry out the business of sustainable business development track. |
