The Research On The Development Of Shanghai Agricultural Technology Extension System

Taking Shanghai as an example, this study investigates the current status of the agricultural promotion system and its economic, social and environmental benefits; analyzes the role of the technology promotion system in the metropolitan agricultural development; and explores the main problems in the metropolitan agricultural promotion system, including the institutional organization, practitioners, financial support, administration, administrative functions of the technical promotion system. Meanwhile, this thesis, with the purpose of exploring the agricultural technology promotion system reform and development strategies so as to provide policy basis for the institutional reform and efficient agricultural development in the urban suburbs, also focuses on the analysis of the work of the local government:service radius, acceptance on the part of the farmers, service patterns of the technicians contracted by the local government, as well as the development of the service system of a socialized agriculture. And the conclusions are as follows:1. With the increasing commercialization and marketization of agricultural and sideline products, in order to reinforce farmers’market development awareness, sense of competition and risk awareness, the agricultural sector at all levels should strengthen market guidance and information services, allowing farmers to overcome the fear and blind obedience to the market economy.2. During the implementation of the industrialization of agriculture, different regions have developed varied pillar industries. It’s necessary to change ideas, educate specialized personnel and strengthen the promotion of comprehensive technology in order to realize household operations, scale planting, and thus form the related industry.3. Agricultural technology promotion should focus on the enhancement of the overall quality of the practitioners rather than skill trainings. Farmers should be encouraged to found large-scale and organized cooperatives.4. Each area, in accordance with the actual situation, should provide different types of financial subsidies to strengthen the financial security and to improve the capacity of agricultural technology promotion.5. It is important to strengthen the agricultural reserve personnel, increase the cultural level of the practitioners and the overall quality of the agricultural technician.
