Study On Intensive Use Evaluation Of Urban Construction Land And Land Structural Adjustment Of Zhoushan Islands In The Context Of Marine Economy

The urbanization in China is developing at top speed nowadays, and its scale is expanding intensify. On the one hand, the confrontation between huge population and shortage of cultivated land is increasingly serious; on the other hand, there lies a tremendous gap of urban land. However, the extensive utilization of land resource becomes a striking problem. Therefore, land intensive use in urban area is needed during the construction of new-type urbanization in China. Moreover, land intensive use evaluation has a guiding significance for sustainable utilization of urban land. Besides, land structural adjustment is one of the specific applications for intensive land-use, it can provide scientific suggests for intensive land-use. The whole paper defines the Zhoushan Archipelago New Area as its research district. Depending on local development of marine economy, it combines a lot of theories and methods from different disciplines, such as economy, management, ecology, and statistics and so on. Based on the research status both at home and abroad as well as some existing research results, this paper regard the intensive use of urban construction land and the development of marine economy as its target. With the combination of qualitative research and quantitative research to practice its empirical analysis, the study focus on the intensive use evaluation of urban construction land and land structural adjustment. To explore the optimum proposal that in line with the idea of intensive land-use, the paper will provide solid safeguard for the development of marine economy in the New Area.First of all, the paper introduces the basic situation about the Zhoushan Archipelago New Area, both socially and economically; meanwhile, it analyzes the development trend of marine economy and existing problems about urban construction land. Then, this part does some correlation research between the development of marine economy and land intensive use in urban area. Second, the paper combines four aspects such as the level of land investment, benefit, intensity and dynamic potential of land utilization together, with the local social, economic and ecological elements come into consideration, it constructs a projection pursuit evaluation model based on genetic algorithm. Thus, such part reaches an overall evaluation about intensive utilization on urban construction land. Third, depending on the idea of intensive utilization, along with the view of optimization of structural adjustment about urban construction land, the paper applies three ways to predict the gross area of urban construction land; furthermore, it constructs a multi-objective fuzzy linear programming model to study the structure optimization, and the adjustment of internal structure is also provided. Finally, since the paper has concluded the land intensive use evaluation and structural adjustment about land-use, with the specific advantages of marine economy in Zhoushan, this part provides some scientific suggests for the land intensive use in such New Area. Besides, aimed at the problem of the land intensive use in the urban area, the paper insists the demand of "concentrated layout, centralized industry and intensive land use".
