| Changchun city is the capital city as well as the political, economic and culturalcenter of Jilin province; meanwhile, she is the indispensable growth-pole in northeastChina. Since the establishment of People’s Republic of China, Changchun city hasmade great progress in the function of economy, society, brand and region. In august2009, the State Council approved the “China Tyumen river area cooperation planningoutline–with CHANG-JI-TU as pilot area”, which put forward internal and externalco-ordination and opening-up strategy innovation, growth pole cultivation andstrategy for the harmonious development of regional economy, industrial optimizationand growth mode transformation strategy national strategy. To realize the nationalstrategy, as the important growth-pole and technology base, the function ofChangchun city has many deficiencies. Therefore, this paper deeply discusses thefunction of Changchun city and strives to put forward practical and accuratesuggestions.First of all, this paper defines the city, the function of city and other relatedconcepts on the basis of existing research results. The function of city refers to thespecific system to satisfy the area and related area economic, cultural and socialdevelopment needs within the specific space. Here, the function of city can be dividedinto industry, society, brand and regional function four aspects. Among them, thefunction of industry refers to the ability to meet the needs of the city and relatedregional development through industrial structure and leading industry. The functionof society refers to the ability to meet the needs of the urban and regionaldevelopment through social system, population size and structure, medical treatment,education, housing and environment. The function of brand refers to the ability tomeet the needs of regional development through its brand effect. The function ofregion refers to the ability to realize its comprehensive targets in a large area of thecity. The main factors influencing the function of the city includes the history of city,resource endowment, the development of industry and society, the influence of regionand regional policy and so on.Next, on the basis of above, we divide the history of Changchun city into threeparts, that is, the founding of People’s Republic of China to the Reform andOpening-up, the Opening-up to2005,2006to today three stages, and analyze thelong-term evolution process and present situation. In history, Changchun city wasindustrial hub, auto base and film base in Northeast China, but, after the Reform andOpening-up, these advantages gradually weakened. At present, from the perspectiveof industrial function, the industrial structure of Changchun city is imbalanced,transportation equipment manufacturing industry account for a large share of wholeindustry, the scale of other leading industries is limited, which can’t meet the demandof itself, and couldn’t form a complete industrial system. As a result, the mentionedabove not only damage the development of industries such as cars and buses, but alsoweaken the strength to promote other area development.From the point of society, Changchun has its advantage in education, butunderused. At the same time, Changchun lack the consulting platform of science and technology, management. Traffic situation and medical condition need to be improved.From the function of brand, the influence of film city and automobile city has beenfalling down, lacking of more influential new brands. From the perspective ofregional function, Changchun has limited diffusive effect in Chang-Ji-Tu area; thestatus has been falling down in whole country and Northeast China, the social outputin fifteen sub-provincial ranked thirteen, exceeded by Shenyang, Haerbin and Dalian.Based on above, this article discusses and summarizes the factors influencing thefunction of Changchun city.Third, according to the Chang-Ji-Tu regional strategy, this paper deeply analyzesthe effect on the function of Changchun city；that is，Changchun city aims at acting aspioneer of system innovation, the dominant force to strengthen regional cooperation.More specifically, through system innovation, Changchun city established a relativelycomplete industrial system, to promote the economy and industrial structure throughthe global industrial chain; From now on, Changchun city must accelerate the pace ofopening-up and pay more attention to attracting the capital, technology and humanresource outside into this area. Only by above-mentioned, Changchun city canimprove its comprehensive strength in northeast region, Greater Tu-men River evenNortheast Asia’s influence.Fourth, on the Changchun city function loss, we put forward correspondingsuggestions and measures. As for industrial structure, Changchun city ought toaccelerate the pace of upgrading its industrial structure, focus on the gap between theindustries, avoid the dominance of one industry to enhance the overallcompetitiveness; form a compete industrial structure; make full use of moderntechnology, develop emerging industrial and construct industry clusters; at the sametime, develop modern logistics, tourism and MICE industry.As for the function of society, in the first place, Changchun city accelerate thepace of urbanization and improve the resident consumption ability; more important,make best use of education and technology and enhance the standard of medicalservice; last but not the least, pay more attention to infrastructure quality, solve trafficcongestion and improve air quality; build technology and management platform,enhance the function of Bonded.As for brand function, we need to protect existing brand, recapture the influenceof brand, re-create the new brand from the perspective of Chang-Ji-Tu. As for thefunction in whole area, Changchun city act as a growth-pole and diffusive role. Onlyby upgrading industry structure and strengthen the construction of industry chain, canChangchun city stimulate full development and raise its foreign trade ability in wholeChang-Ji-Tu area. |
