Biomass power generation is the focus on the development of strategic energy inour country, is an important part of the energy industry structure in our country in thefuture. Along with the horse biomass power generation project construction, projectmanagement problems in risk management gradually becomes the bottleneck factorsof project construction and operation. Especially for such a big agricultural provinceand energy province in Liaoning province, on the one hand, straw, wood waste, urbanwaste, such as biomass energy resources are very abundant, on the other hand inelectricity demand and energy consumption under pressure, in this case, thedevelopment of biomass power generation projects to promote local economicdevelopment and alleviate the pressure of the energy supply is of great significance.This study of Warwick biomass power generation project for example, biomass powergeneration project risk management problems are analyzed, the concrete contentincludes the following several aspects:1, the project risk management present situation of university of Warwick.Huawei project phase ii project, plans to introduce2units of110mw biomass powergeneration unit, the development of straw direct combustion power generation;Planning a total investment of500million yuan, the construction investment of400million yuan; A year after the completion of the project to produce green power170million KWH,740000tons of standard coal saving, reduction of249616tons of co2equivalent; Estimated annual sales revenue of about601.66million yuan, profit taxtotaled137.8million yuan, has obvious economic and social benefits. In order tostrengthen the risk management, the project team to take a variety of measures,mainly include: set up raw material purchasing and stand, careful to carry out theproject, to conduct safety training and education, actively apply for subsidy policy,etc. But, should see the project risk management there are still some problems: lack of necessary risk management planning, lack of a basic work for the lack of riskidentification, risk evaluation of the effective mechanism, lack of risk in the face ofthe feasible plan.2, Huawei project risk identification and evaluation. First of all, on the basis ofanalysis of all kinds of main risk identification method, this research adopts the riskchecklist method, pointed out the current projects in technology, construction,management, policy and the risk in the five aspects such as the natural environment.On this basis, using the risk value tool to quantitatively evaluate project risk, foundthe project is the main risk is that the technology is not mature, organization andcoordination, policy support is not enough and the adverse selection.3, Countermeasures and Suggestions for the risk management of Huaweibiomass power generation project. Aiming at the problems existing in the project riskmanagement and the main risks facing the current project, the project team tostrengthen the risk management in the future the main direction is: improve the levelof attention to the risk management, seriously do a good job in risk management plan;Actively carry out risk identification work, eliminate project risks; Regularly carryout risk assessment, and build long-acting mechanism of risk monitoring; Maketargeted feasible plans, to ensure the sustainable development of the project.
