In recent years,the growing income polarization social situation,the problem ofunfair distribution of income has become increasingly severe, the occurrence of theseproblems have seriously affected the healthy development of the enterprise’scompetitiveness and economic efficiency. linked to the previous methods have beenunable to adapt to the development requirements of enterprise management.Therefore,the total wage budget management of state-owned enterprises and gradually put ondeepening reform of income distribution schedule. Payroll budget management has animportant significance to alleviate the polarization of income distribution andsustainable development of enterprises.Paper selected State-owned enterprises’typical microcosm-WS Groupsubsidiary companies, in-depth analysis of the status of their payroll budgetmanagement, and understand the problems of the company’s total payroll,On the basisof gross salary management theory, put forward the idea to build the company’spayroll budget linkage model,and combine the theory with the actual status of payrollmanagement,Proposed factors and total wages closely related to the use of dataanalysis methods to identify and verify the payroll budget linkage model formula, andultimately achieve the purpose of constructing molecular WS Group companies totalwage budget linkage model.Results of this study are mainly the following points:First, the construction of molecular WS Group companies total wage budgetlinkage model.Fully considered separately from the national level, changes in theindustry and enterprise, puts forward factors and total wages were closely related toCPI, labor market price, economic value added per capita profits,Using multiple linearregression analysis to determine the impact of each factor on the right payroll heavy,for the reason that to build the model.Second, the model is applied to the WS Group subsidiary companies,implementation of measures proposed model based on the actual application status.First, carry out the relevant management ideas and change work focused skillstraining to enable workers to accept psychologically implement linkage model, andhave the ability to wage total budget for the implementation of joint application of themodel;Secondly, the data collected on the relevant factors and calculation as accurateas possible, which directly affects the relevant factors in the possession of the wageshare of the total budget, affect the accuracy of the total salarybudget;Finally,improving the model of regulatory measures that truly and steadyimplement payroll budget management.Innovation of this paper is mainly reflected in the application and impact ofselected factors research methods.Firstly, the use of quantitative analysis methods toimprove the accuracy of model building, and then use a combination of qualitativeand quantitative methods to the way the company finally clear leadership forummeeting payroll budget, improve the adaptation of the model in the company’sapplications.On the selected factors, select the economic value added variable is amajor innovation of the article, which has a decisive influence on the future of thetotal significance of management research wages, payroll management to solvebusiness problems provide a strong reference value.
