In the process of national modernization, agricultural modernization, industrialization and urbanization (called three subjects) complement each other and influence each other, so the "three subjects" coordinated development is the best way to solve the agriculture problem, but also the inevitable premise to promote industrialization and urbanization. Our country is a vital agricultural country, agricultural modernization of our country social progress and economic growth is particularly important. Since entering the new century, China pay attention on the three rural issues as the theme, this shows that our country begins to implement the "industry nurturing agriculture, city leads rural" the road of development. Especially the party’s seventeenth session of fifth plenary session proposed "in the industrialization and urbanization in-depth development of synchronous advancing agricultural modernization","three subjects" coordinated development become the12th five-year plan outline of the important performance targets and tasks.The main conclusions of this paper are:Chinese eastern, central and western regions’ s "three subjects" coordinated development are mismatch obviously, and within regions th ere are mismatches; the development of modern agriculture in China and the development of industrialization and urbanization of China are lack of coordination; China’s urbanizatio n has a great potential for development, but in some areas, their urbanization are lack of co ordination, and need to adjust the layout of urban development; agricultural modernization is a weakness in "three subjects " coordinated development. Agricultural technology and p olicies is an important tool to support the development of modern agriculture.Therefore, the article is divided into six parts:Chapter Introduction, focuses on three issues of the background, purpose and meaning, as well as domestic and international dyn amic research and thesis framework of this study; Chapter two clarifies the coordinated de velopment of the theory of "three subject" the need for analysis of the framework and buil ding; Chapter three measure the status of the "three subject" coordinated development of China’s provinces and autonomous regions; Chapter four to find out the impact of modern agricultural factors "three subject" coordinated development; fifth chapter analyzes the for eign "three subject"coordinated development experience and revelation; final chapter is ba sed on the perspective of modern agriculture to provide policy recommendations on the pr omotion of China’s provinces and autonomous regions in" three subject" coordinated devel opment. This article possible innovation points:first, based on the SBM model and coordinate model to value categorizing "three subjects" coordinated development; Second, regional analysis our country "three subjects" coordinated development status, find out the main reason for the mismatch among regions; Third, build in2000-2010panel data, selects the SBM-HR-Regoprobit three-step model to estimate the modern agricultural factors influence on "three subjects" coordinated development; To find out can lead to the development of "three subjects" location mismatch factor, in order to further promote the development of modern agriculture, promote the "three subjects" coordinated development to provide countermeasures and Suggestions.
