As the foundation of international trade, the port especially coastal port is recognized as one of the most important motivation of the world economic development. Along with the expansion of port functions, the expansion of city scale and the improvement of the related industries, port city gradually integrated with the port. Coastal areas especially the area of the larger port economy has become the most economically active region in China with the highest level of economic development. Therefore, the study of the relationship between port development and local employment has important strategic significance for coastal ports and the benign development of the society, also has important theoretical significance for the development of labor economics and regional economics.By combing the existing literature, it can be seen that the influence of port development to employment has gradually in-depth analysis to the influence of multi-level, and the analysis model has extended from the traditional estimation method to multivariable econometric model. Through the analysis of the research results of predecessors, and combined with the status quo of the current port development, port development impact on local employment can be divided into four levels, direct effects, indirect effects, induced effects and catalytic effect.This paper uses the generalized propensity score methodology to analysis of the relationship between the local employment and the seaports development. Through empirical research, we get the following conclusions:the overall level of Chinese seaports is not high, but there are some seaports with high degree of internationalization; Infrastructure construction, the development of the economic hinterland the foreign direct investment has important influence on seaports development; Human resources have a very important impact on port development; The development of Seaports can significantly promote the local employment, but the marginal utility will decline after Seaports have been developed to a certain level; The direct and indirect impacts of seaports on local employment is weaker than induced impacts; The impact of transshipment ports on local employment is relatively weak.According to empirical conclusion, the government can set up a free trade zone and regional development policies to promote the development of seaports, and make different development strategies for each seaport according to local characteristics to avoid vicious competition. The government should give top priority to the low development level seaports to develop port-vicinity industry while giving priority to the higher development level seaports to develop modern service industry. At the same time, the government should increase the social education investment and formulate talent introduction policy, promoting the harmonious of the seaports and the local society.
