The Development Present Situation Of Circulation Economy In Our Country

In today’s world, resource shortages and environmental issues has become the insurmountable obstacles of each country’s economic development. Especially in our country, the traditional economic model of high energy consumption and high emission can not meet the needs of current economic development under the peculiar national situation.Therefore, the strong vitality of circulation economy mode has increasingly become prominent, as the same time, the significant value of Marx’s thought about circulation economy has gradually got the attention of many scholars. This article discusses the current situation of circulation economy development under the theoretical foundation of Marx’s circulation economy ideas, and look for inspiration in order to promote the development of circulation economy in our country.The body of this article is divided into three parts. The first part analyzes the characteristics and the environmental problems of the modern industrialization in major western capitalist countries, research the time background of Marx’s circulation economy thought, and find its theoretical support, including the dialectical relationship between human and nature,the material transformation theory, the material circulation theory and the fracture theory of material transformation between human and nature. Than the first part of the article discusses the content of Marx’s theory of circulation economy in detail, mainly includes labor time saving ideas, fixed capital saving and recycling as well as the production and consumption of waste recycling. Based on the analysis of Marx’s thought of recycle economy background, theoretical foundation and the main contents, this paper concludes that the main characteristics of Marx’s circulation economy including:attach attention to coordinate the relationship between human and nature, lay stress on the power of science and technology, and the public participation.The second part of this article analyzes China’s basic national conditions by using system analysis method, then further expounds the present situation of the circulation economy development in our country and points out the necessity of developing circulation economy in China, including the goal of economic development, the pressure of population, resources and environment in the process of economic development, and the international environment. Based on the summary of developing of circulation economy in our country, this paper induces the main difficulties that our country faced at present in the process of developing circular economy, mainly manifested in the weakness of public’s environmental consciousness and the shortage of science and technology supporting required in the development of circulation economy, as well as the imperfection of the laws and regulations of circulation economy. The third part of the article focuses on the revelation of Marx’s circulation economy thought to China’s circulation economy development by combining the characteristics and the content of Marx’s thought of circulation economy. First, Marx’s discourse of the relation between human and nature realized us that completely changing people’s understanding of nature is vital, which mainly by the way of carrying out publicity and education of circulation economy,establishing and improving public participation system and advocating green consumption. Second, Marx emphasis on science and technology to remind us to attache great importance to the technology development and application in the process of developing circulation economy in our country by exploiting clean energy and encouraging energy conservation and emission reduction technology innovation. Finally, the characteristic of economy of Marx’s circulation economy thought stress the significance of government’s leading role in developing circulation economy, mainly through building perfect circulation economy laws system, speeding up the adjustment of industrial structure, using a variety of forms of economic adjustment as well as strengthening the environmental political evaluation mechanisms.
