The Research On Housing Security Of New College-graduate Staffs In Wuhan

After China formally beginning the construction of public housing in2011, the State Council and the Wuhan City had formulated a series of policies to improve housing security system, taking new college-graduate staffs into the scope of protection of the public housing, greatly promoting the new college-graduate staffs housing security problems. But, from a practical point of view, Wuhan City public housing development is still in its infancy, the public housing system is not perfect, there are still many problems in the housing security system of Wuhan City’new college-graduate staffs, the low level of living and the high pressure of housing rent difficulties have not been fundamentally resolved. Therefore, the study has important practical significance to solve the Wuhan new college-graduate staffs’ housing security problems.The article is foothold at the new college-graduate staffs’housing situation of Wuhan City, housing security policy and implementation, based on the theory of public goods, the theory of social security and housing demand theory, using the combination of research methods of quantitative and qualitative analysis, on the basis of deeply understanding the housing situation of Wuhan City’s new college-graduate staffs at the present stage. First studying focus on the problems of the housing security system. Then, proposing the idea of solving the housing security problems of the new college-graduate staff in Wuhan City, lastly, putting forward a theoretical draw to Wuhan City to further improve housing security system for the new college-graduate staffs.This paper studies the following conclusions:First, according to the Wuhan’s new college-graduate staffs own feature, building of public housing security system led to a special apartment. Second, follow housing security policy with stage dynamic regular, adhere to the sustainability of housing security policy adjustment. Third, insist on at this stage in the role of government-led positioning and fair priority to the principle of balance between efficiency, guiding the ideology of "people-oriented" throughout the new college-graduate staffs in Wuhan housing security. Fourth, by expanding the range of security objects, scientifically stabling the scale of protection, exploring special "rental coupons" new housing mode, exploring use the housing fund to raise the rent payment, scientifically planning housing layout, completing housing facilities to improve the current the new college-graduate staffs of Wuhan City housing security system.
