At present the evaluation model of tourism resource and index system coming from the domestic and abroad study on evaluation for utilization value of tourism resource are mostly built up from the nature of resources, that is, discussion about evaluation is always based on resource itself. But, with the advance of times and improvement of people’s living standard, new life mode and ways of consumption have brought about a series of new demand, which requires new tourism products to adapt to. Therefore, evaluation of tourism resource, under the guide of marketing management philosophy, should be conducted by taking into consideration of the demand of tourists but not by supply. In another word, the evaluation index system of tourism resource should be built up on the basis of the demand of tourists.This thesis, based on extensive consultation to experts, related social workers and tourists by using Delphi Method, sets up the evaluation index system of tourism resource through a selection of evaluation factors that can obviously stand for tourists’ demand from the domestic and abroad classification of toursim motivations. The system includes general goal layer, subgoal layer, criterion layer and index layer. The subgoal is made up of following three aspects:health-keeping and physical and mental pleasure, vision broadening, and self-fulfillment, of which the subgoal of health-keeping and physical and mental pleasure mainly considers the tourists’ demand in body and psycological health, including two criterion layers on body strengthening and mental pleasure, and eight evaluation indexes; the subgoal of vision broadening mainly takes into consideration of demand of tourists as social members in improving individual cognition, including four criterion layers on increase of science knowledge, historical knowledge, culture experiencing and development of creative research, and nine evaluation indexes; the subgoal layer of self-fulfillment takes into account of demand of tourists as social members in enhancing self-presence in the society, including two criterion layers on strengthening tourists’inner world and developing social interaction, and seven evaluation indexes.Based on the system, Delphi Method is applied and related experts are invited to fill out questionair to get the weight values of the indexes through the software yaahp6.0by using layer analysis method. Findings show that the maximum value of0.649belongs to health-keeping and physical and mental pleasure. The next is followed by vision broadening that accounts for over9/10of the whole weight value. In view of index layer, experiencing rich and interesting activities gets the maximum weight value of0.226. The lowest is0.001that fall upon on strengthening mental endurance.Zhanghe Senic Spot, by using the system, is studied through fuzzy comprehensive evaluation from the perspective of consumer’s demand. The evaluation results is0.617, which indicates that it has a higher value in utilization of tourism resource and meets tourists’ demand, belonging to Grad II tourism resource. According to the evaluation results, the degree of satisfaction is the highest in health-keeping and physical and mental pleasure while the lowest one is on the demand of self-fulfillment by tourists.
