Eco-tourism based on ecological principles,protection of natural resources and humanresources as a prerequisite. It must benefit local people and businesses, and benefit touristspsychological, physiological or knowledge. So ecotourism was tourism activities in thedevelopment and utilization of natural resources within a certain limit. The scenic spot was tocarry out a good carrier for eco-tourism, promote the development of eco-tourism. So study scenicspot of eco-tourism has also become a hot spot.This article based on theories and methods of ecology and eco-tourism,such as sustainabledevelopment theory, system theory, eco-bearing capacity theory, ecological footprint theory,externality theory, eco-benefit compensation mechanism theory, theory of landscape ecology,ecotourism Planning theory and so on.Using the literature data collect method, field survey method to solve the eco-tourismresources of the Eighteen-Overlapping Brook investigation and analysis and evaluation. And givesuggestions about the construction and management of the scenic spot. The specific findings areas follows:1. Application of the Analytic Hierarchy Process in quantitative analysis of the eco-tourismresources of the Eighteen-Overlapping Brook. The results show that: The eco-tourism resourcesof the Eighteen-Overlapping Brook valuation total score of79.457points, was a good level.Using the SWOT analysis to get: scenic spot’s advantage was fewer human destruction of naturalresources, with abundant propagation resources, graceful of geologic geomorphologic landscape,quality of water resources, good location,convenient transportation and so on. The disadvantagewas the lack of infrastructure and reasonable planning configuration in the scenic spot. Thetransport accessibility need to be further development and construction. The scenic spot operatingin weak management and lack of professional and technical personnel, and lack of environmentalprotection publicity and education work and so on. The rapid development of tourism in FujianProvince and China provided a good opportunity. Should strengthen scientific guidance, planningand construction, take the road of sustainable development.2. The methods such as acreage method, narrow barrier method,ecological footprint formeasuring and calculating the Eighteen-Overlapping Brook carrying capability were reviewed. Some measures were put forward for regulating the environment carrying capability. The mainfindings are as follows: Use the area method to calculate the annual capacity was575,000passengers travel. Calculated by narrow barrier method annual capacity was525,000passengerstravel. On the basis of various factors, Calculated by ecological footprint reasonable annualcapacity was17million passengers travel. Compared the first two methods, the ecologicalfootprint method of accounting tourist capacity was more reasonable. To protect the ecologicalenvironment of the scenic work were more scientific guidance. Should take appropriate measuresto control the scenic number of tourists in the eco-tourism capacity within, safeguard thesustainable use of eco-tourism resources.3. By delphi method and combined with ArcGIS software to weight overlay analysis theelevation map, the slope map, aspect graph, vegetation map of the Eighteen-Overlapping Brook,obtained the scenic ecological sensitivity maps. On this basis, combined ecological tourismplanning theories and principles to divided the scenic spot into different functional areas. Theywere emphasis ecological reserve (The area included streams upstream water source area,tributaries upstream of where the escarpment region, the tributaries upstream cliff area and so on.),moderate development zones (This area included the various tributary valleys geographical, thewaterfall water sources and nearby area.), and recreation areas(This area includes the northentrance of the Scenic and both sides of the main streams and so on.). Emphasis ecological reservezones prohibited the construction of all buildings and facilities and tourism activities, to protectthe biodiversity of scenic spot and the balance of the ecosystem. The moderate development zonescould restrict carry out certain tourism activities, control the number of visitors. The recreationarea could plan and construction of certain water facilities and basic services. In order to improvethe quality of service to add entertainment projects in the region. On this basis, design a suitabletourist routes to connect the various attractions reasonable. To pay attention to the construction ofservice facilities and the surrounding natural environment coordinated, to promote the scenic areasof the harmonious development of the natural and human.4. Scenic spot’s sustainable development on the basis of good planning and construction, andneed more rational and efficient operation and management measures. This article was mainlyfrom five aspects to manage scenic spot. They were to control the number of visitors, thegovernment, operators, tourists and the management of the local community. To propose suitable for scientific management measures of the Eighteen-Overlapping Brook. Finally, the eco-tourismscenic spots should be the establishment of ecological, to maintain the ecosystem’s destructionbecause of tourism activities. In order to achieve the sustainable development of eco-tourism.Scenic ecotourism research had high practical value, not only create both environmentalvalues and the social and economic value. but also to meet the growing tourist demand. The studyof eco-tourism in order to further the implementation of the development plan to achievesustainable tourism provides a useful reference.
