Shaanxi Yanchang Petroleum (Group) Co., Ltd. is the largest state-owned enterprise in Shaanxi Province, and is also one of the four qualified enterprises with oil and gas exploration, mining, processing and sales. As the first top500enterprise in the West, Yanchang Petroleum Group has its unique advantages and competitiveness, but information technology and innovation must be mentioned on the agenda if we want to achieve sustainable development. This study begins from the development plan and management control mode of YCPC, using many methods such as investigation, literature research, empirical research, experiment summary and comparative analysis to analyze the problems existing in the aspect of information technology strategic planning at the current stage for YCPC. Since YCPC’s information level is different, the connectivity, coordination and balance among various fields, subjects and levels are not quite strong, it will be difficult for us to achieve overall advantage of information. According to the current situation of YCPC, national policies and development trends, we put forward the development direction of information technology, prepare a reasonable, practical strategic planning for YCPC by further analyzing the expectations and needs of information technology in the process of its future development.Meanwhile, we correctly plan the information basic infrastructure, digital resource center, the management platform taking ERP as a core as well as production operation platform taking production implementing system as a core. In this way, we can gradually achieve production process automation, information standard system, information security system, IT management control system, information resource networking, management platform, visualization for scientific technology’s research and development, decision analysis intelligence. At the same time, we did an itinerary research on the implementation of future information strategic planning framework. In the process of implementation, we must think positively about information construction at a strategic height as well as takes the issue of permission, compatibility and docking among various professional levels into account. Meanwhile, we push forward information construction in a smooth and stable way.To ensure implementing effect for information strategic planning, YCPC must establish an authority organization of information strategic management to instruct and supervise implementation of planning. Each framework proposed by this planning research is suitable for YCPC at the current time. If such planning is carried out earlier, then it will bring very good results and change YCPC’s information outlook.
