Governmental seed management system was the major force for seed management, from the public welfare function, the reasonable set up agencies, It was very important to establish the modern seed management from clearing public welfare functions, setting up agencies reasonable straightening out management system, scientific assessment, innovation of the personnel management system, ensuring that supplies required to perform public duties, enacting seed management standards, completing the law system of improvement and innovation, etc. The Administration for Industry and Commerce played the important role in the seed management and safeguard legal rights and provided a fair competition and social environment.The experience of Seeds management was mature in the developed countries and mainly existed three different management modes of in advance management, full management and event management. The characteristics of seed management system in the developed countries was analyzed from two aspects of government, industry management system from the foundation of the establishment and development of seed management system in the United States and put forward combined with national conditions, drawn lessons from developed countries advanced management experience, innovated the seeds of the seed management system. The seed associations played the important role in establishing modern seed management system. The seed associations should be strong supported for seed association management system construction as the main body of the industry. The roles of seed association should be given full play in seed management coordination, services, rights protection, self-discipline, to make up for gaps in the government management in accordance with the seeds and further perfecting modern seed management system.The governmental seed management system was a pillar for the management of seeds after learned the troubles of seed management and seed management system.
