During the knowledge economy times,the market is becoming more competitive. Theenterprises take effective human resource management gradually as the tool to keepcompetition superiority in the process of development. Human resource management is anorganic system of business management. Staff performance management occupies importantstatus in this system which plays an incentive role,and fits the other module of the humanresource management system well. Performance assessment is an important procedure andmethod of performance management. An effective performance appraisal system is good forreasonable echelon personnel structure and successful development. It is significant forenhancing the performance of the staff, improving enterprise management andcompetitiveness.Recently China’s banking industry has developed quickly. With the challenge of theentry of foreign banks and the development of small and medium-sized banks,it has been atough problem for China Postal Savings Bank,which need to make full use of performanceappraisal and others to ensure the completion of the strategic goal of enterprise. In thisthesis,we make an analysis of the basic theory of modern performance appraisal and thecurrent situation of performance appraisal of China Postal Savings Bank according to thestatus of itself. This thesis explores the fundamental theory,then reveals the basic questionsof performance appraisal,that is indistinct orientation for assessment,unscientific targetssetting,weak sense of risk and so on.In view of the existing problems of postal savings banks,firstly,we define the goalsand the thinking of the design of the performance appraisal system,put forward assessmenttargets to promote the performance distribution reform, improve the efficiency ofperformance allocation hook mechanism for appraisal and improve the Total WagesAccording to benefit. Then we organize performance evaluation system by disaggregatingthe target,making job description and taking up the related training. Finally,we analysis theimplementation of the performance appraisal system and its feedback,and some relatedsuggestions were proposed for safeguards. The design of the performance evaluation of postal savings bank is focused on strengthen the comprehensive transformation ofmarketing,which design is feasibility and practicability in order to provide reference forperformance management of other banks.
