China has joined the World Trade Organization for more than ten years,and the banking industry has also been marketed and globalized.The current pressure of competition in the banking industry is self-evident.Some state-owned commercial banks improve their own strength and comprehensive competitiveness through institutional reform,and then deal with the current wave of economic globalization.In recent years,with the reform and opening up,we have entered the deepwater area and tackling hard areas.Although China postal savings bank has made significant progress in performance appraisal system reform,there are still many problems.This paper studies the related concepts and theories through literature research method,and analyzes the basic situation and development process of the performance appraisal system of the e-banking Department of a postal savings bank by means of interview and AHP.It is considered that the problems existing in the Department include the following aspects: the examination target is not detailed,the assessment index is not scientific,the assessment index is lack of operability,the examination system is not perfect,the examination is heavy,the result is slight,and the process is lack of employee participation.Referring to and analyzing the performance appraisal system based on the balanced scorecard,this paper designs a performance appraisal system based on the Balanced Scorecard theory for the e-banking Department of a postal savings bank.That the performance appraisal system should also set up a department,many organizations to enhance performance appraisal feedback mechanism to increase staff mutual evaluation links,performance results application and design cycle,based on the Balanced Scorecard evaluation target,establish the evaluation index system to refine and improve the performance appraisal standard level,strictly regulate the assessment program optimization method of performance appraisal.At last,we should pay more attention to the implementation of the performance appraisal system in the electronic banking sector.
