The Strategy Research On Exports Of Agricultural Products From Heilongjiang Province To Russia

Russia is located in the north temperate and sub-arctic continental climate zones,this climate restricts agricultural production, and vulgar management reduces the landproductivity along with agricultural labor force resources shortage, which leads to thesupply of agricultural products less than people’ living demand. Heilongjiangprovince in China is located in the temperate zones, which is rich in agriculturalresources, agricultural population, higher grain output, and many kinds of agriculturalproducts. These characteristics provides Heilongjiang province of endowmentadvantage, and relying on geographical advantages, Heilongjiang province have gotgreat development on agricultural products export trade to Russia.Along with tradeexport volume increasing and the trade structure adjusted, it reflects some problems toHeilongjiang’s agricultural products export trade to Russia. Firstly, the structure ofagricultural products export is unreasonable which affects trade upgrade; Secondly,the quality of agricultural products is not high, which can weak exportcompetitiveness; Thirdly, the size of agricultural products export trade is small lackof scale; Fourthly, the information of agricultural products export trade is notunobstructed.On August22,2012, Russia joined in WTO. Russia’s entry into WTO will breakthe balance of previous bilateral trade between Heilongjiang province and Russia. Interms of Heilongjiang’s agricultural products export to Russia, it needs to re-examineits own advantages and disadvantages, as well as the opportunities and challengesbrought by Russia’s entry into WTO, and then it integrates these variable factorseffectively to get some strategies about Heilongjiang’s agricultural products exportagainst Russia’s entry into WTO.To the impact factors of Russia’s entry into WTO, this article uses theevolutionary game theory to analyze strategy path of Heilongjiang’s agriculturalproducts export to Russia. First of all, it sums up the main promises in the field ofagricultural products after Russia’s entry into WTO, and analyzes the opportunity andthe challenge of Heilongjiang’s agricultural exports after Russia’s entry into WTO. Inthe second, treating export enterprises and government departments as the main bodyin the game, it builds a game model of Heilongjiang’s agricultural exports, andanalyses the chooses of enterprises and the government in the face of Russia’s entry into WTO, and then it is concluded that the two sides eventually choose the positivecoping strategies.According to the optimal path of game model and the direction of parameterchanges, this paper proposes some Heilongjiang’s agricultural products exportstrategies against Russia’s entry into WTO. To the export enterprises, the first step isto improve the quality of agricultural products; the second step is to develop the deepprocessing industry for agricultural products export to Russian; the Third step is todevelop green agricultural products industry; the last step is to build famous exportbrand of Heilongjiang’s agricultural products to Russia.To the government, makinglucrative export trade policy, strengthening the support system of export trade,accelerating the standardization of agricultural production and improving theinformation service system of agricultural market are worthwhile.
