Facing mounting pressure on energy saving and emission reduction, savingenergy and increasing resource integrated utilization rate has become an importantstrategic apprpach. For the imbalance of Chinese regional economy growth, it existsgreat difference in the performance of the work of energy saving and emissionreduction in different provinces. Within the guidelines of national policies, how torealize a comprehensive, harmonious and sustainable development among energy,environment and economy in various provinces has great strategic significance.On the basis of summarizing the current situation of Chinese energy saving andemission reduction, the paper introduces REPI to measure the performance, andselects23specific indicators from four aspects including energy consumption,resource utilization, pollutant emission and environment quality. By applyingprinciple component method to give weight, it establishes a relatively perfectperformance evaluation indexes system of energy saving and emission reduction andfinds the "similar group" through clustering analysis for various provinces. Then, byusing econometric model, the paper analyzes the driving factors that affect theperformance in different areas.The result indicates that from2000to2010, the emphasis and effects of energysaving and emission reduction in each province are different.8provinces such asFujian, Jiangsu belongs to the high-level area of energy saving and emission reduction;10provinces such as Liaoning, Heilongjiang are in mid-level area;12provinces suchas Shanxi, Ningxia belong to low-level area. Through further analysis of influencingfactors, the key factors of influencing energy saving and emission reductionperformance in high-level area are economic growth, technological progress andopening degree; in mid-leve area, key factors are industrial structure, energy price andeconomic growth; in low level area, key factors are industrial structure, governmentinfluence and economic growth.
