Measurement Of Chongqing Urban And Rural Development

The Sixteenth National Congress of the CPC called for that to solve the problemsfacing agriculture, rural areas and farmers, coordination of urban and rural economicand social development must be made, and should be set as the strategic task andimportant way for building a well-off society in an all-round way. Not long after that,the idea of the “coordination of rural and urban development” was formally putforward at the Third Plenary Session of the Sixteenth CPC Central Committee and wasput at the first of the “Five Coordination”. Moreover, it was set as an important part ofscientific development and building socialist harmonious society at the Sixth PlenarySession of the Sixteenth CPC Central Committee. Considering Chongqing city, it islocated in combination of Midwest, with the good opportunities of Yangtze Rivervalley development and western development. It has a great responsibility of acceleratedevelopment, deepen the reform and open wider. Since Chongqing city was set as thetest area of coordinated urban and rural comprehensive reform in2007, a series ofpolicies and actions have been carried out to reach Chongqing scientific development--coordination of rural and urban reform and achieve the goal of co-construction andsharing.For now, about the idea of coordination of rural and urban development, there isno acknowledged method on how to quantitatively reflect and monitor it in a statisticway, and there is no evaluation index system as a scientific criterion, neither. Based onthe study of connotation on coordination of rural and urban development, thesumming-up experience of coordination of rural and urban both abroad and at homeand the related disciplines’ theory and research methods, this paper sets up anevaluation index system for coordination of rural and urban development with4secondary indexes and21specific indexes. According to the practical situation ofChongqing city and the data in statistic yearbook from2002to2012, the authordecides the target weight of each index by using the principle of analytic hierarchyprocess, processes each index non-dimensionally by using the method of efficiencycoefficient, analyzes the highlight and shortage in the whole progress of Chongqingcoordination of rural and urban development and gives relative policyrecommendations on accelerating coordination of rural and urban development inChongqing city.Innovation: 1. Based on the review of previous study, this paper illuminates theconnotation of coordination of rural and urban development: the coordination ofrural and urban development is to narrow the urban-rural gap and achieve theharmony between the two by accelerating the rural development and keeping theurban development. In other words, there are two parts in the coordination of ruraland urban development: one is the urbanization of rural areas and the other is thedevelopment of urban areas. And finally, to make equal life condition and lifequality between people in rural and urban areas.2. Based on the summary of previous research on related theory, this papersets up an evaluation index system for the coordination of rural and urbandevelopment, which is consisted of21specific indexes mainly in four aspects: thecoordination of rural and urban economic development, the coordination of ruraland urban social development, the coordination of rural and urban people’s livesand the coordination of rural and urban installation environments.
