Abstract:Eighteen report noted:the social construction and the people’s happiness and health are closely related.we must be paid more attention to social development on the basis of economic development,, to ensure and improve people’s livelihood, carry out social restructuring, expand public services, improve social management and promote social equity and justice, in which all people are well educated, labor income,medical, and a sense of security, and housing, promote the building of a harmonious society. Social stability is one of the important criteria of harmony, stability and harmony in the fair distribution of social income and the right to exist of the members of society to ensure conditions present in China, especially in rural areas, there are a considerable number of people can not get from the market maintain the income necessary for survival.Not guaranteed the right to live, to become social instability.According to the National Bureau of Statistics of the country’s31provinces (autonomous regions and municipalities directly under the Central Government) sample survey of68,000rural households in2011, the rural poor26,88million,14.79million of the population in absolute poverty. If you want according to the World Bank’s poverty standard, there will be more poor. Thus, in a period of social transformation in China, social assistance is particularly important. It is the maintenance of social stability, the most basic one of the social measures of.However, the presence of China’s current rural social relief system exists such as China’s rural social assistance standard single adjustment cycle uncertainty, unscientific, inadequate rural social assistance resource allocation, the funding gap, the vulnerability of the rural poor strong, returning to povertya higher rate, and other issues, the institutional system is not perfect.Rural social assistance system from the point of view of the theory of asset building, and a larger role in promoting the improvement of rural social relief system. Policy concept of asset-building theory based on asset-based social policy, with our traditional concept of social assistance policies (income-based social policy) in the policy ideas, the pursuit of the goal of policy, policy design, implementation of specific policies method, the actual operation, on the time frame of the policy pursued by the different two different nature of the social policy objectives to reduce poverty and social development, and these two policy objectives are incompatible, poverty alleviation is the current social consumption to rely on continued not less, as resources for income support, and social development, especially economic development, mainly relying on savings and investment. So only these two real progress in one direction only real social development and asset-building theory just to solve this problem, and also increased the accumulation of the total assets of the society through the accumulated assets of the poor in poverty alleviation which is also conducive to social and economic development.In this paper, the analysis of actual cases, found the rural poor funding organizations and Individual Development Accounts asset construction theory of policy tools that they can be an effective complement to traditional rural social assistance policy, to make up the traditional rural social assistancepolicy insufficient.Asset building for the poor, and improve their own development capacity, can effectively stimulate their potential, to help them out of poverty., Asset-building theory is a perfect study of China’s rural social relief system, and provide a new perspective, a new way, asset building concept to the design of the rural social relief system to enable it to play its biggest social utility...
