China’s reform and opening up, economic growth is strong, the economic increase of the fastest in the world. But the population problem is still one of the important subjects involved in the social and economic development. Population is the organic unification, producer and consumer is the logical starting point of analysis of factors affecting economic growth. Population change on the economy and production capacity has a significant impact on consumer demand.Explore low fertility level and regional economic coordinated development of the relationship between analysis under the environment of low fertility problems of an aging population, human capital, as well as in regional economic development in different periods, low fertility on the impact of regional economic development, to reveal the relationship between population growth and economic change is of great significance.By an ageing population and low fertility levels of human capital on economic impact studies, concluded that on the one hand, the low fertility level have a negative impact of population aging on economic ascension, restricted the economic development; Low fertility rates, on the other hand, to promote the level of human capital investment of the benign interaction, for economic development and income level provides a strong driving force.In addition to the preface and conclusion, this paper will be divided into three parts. The first part, the fertility rate and the regional economic development. This part introduces the basic concept of fertility and regional economic development and fertility rates impact on regional economic development; The second part, Ziyang’s fertility rate change. Through the author’s field investigation, understanding of Ziyang city population changes in recent years as well as economic growth; The third part, Ziyang low fertility effects on regional economic development. Through the introduction of low fertility influence on regional economic growth, in order to make clear the importance of low fertility.
