The Research Of Industrial Structure Adjustment Inlfuencing On Rural Labor Transfer In Liaoning Province

The existence and transfer of rural surplus labor, which is the inevitable production of economicdevelopment, is a necessary process when a country or region transform from agricultural societyto industrial society. Since the implementation of policies of Northeast Area Revitalization,Liaoning Province followed domestic and foreign development trend and seized the opportunity tofacilitate industrial transfer. The result of these activities was that industrial structure was adjustedand optimized and rural surplus labor force was transferred to some extent. However, furtherresearch is needed on the potential of industrial structure adjustment which influences the transferof rural surplus labor force. The purpose of this study is to find the primary factors of the industrialstructure adjustment which influence rural labor transfer in Liaoning Province, and to put forwardsome reasonable suggestions for rural labor transfer.Firstly, this article analyzes the process of the industrial structure adjustment in LiaoningProvince, it’s discovered that the industrial structure is still at the “second>third>first” stage. Thereis a big gap with foreign developed countries at the “third> second>first” stage. Secondly, thispaper analyzes the status of rural surplus labor transfer in Liaoning Province. The result indicatedthat the speed of rural surplus labor transfer is relatively slow in the last ten years, its reason just isthe delay of industrial structure adjustment in Liaoning Province. Finally, we find there iscorrelativity between rural surplus labor transfer and GDP proportion of the first, second and thirdindustry by establishing linear regression equation. Accordingly, we find that the constructionindustry has the largest influence on the rural labor transfer, the second one is the agricultureindustry, then industry and the service industry. This paper indicates that it’s uncoordinatedbetween industrial structure and rural labor transfer in Liaoning Province. In order to promote thetransfer of rural labor and achieve rapid economic growth and social harmony and stability, it isnecessary to adjust industrial structure in Liaoning Province.On the basis of empirical analysis, the conclusion of this article is to put forward somesuggestions about how to transfer rural surplus labor force successfully.
