In1978December, Third Plenary Session of the11th General Assembly madegreat historic choice of reform and opening up, opened a new historical period ofChina’s economic and social development. After35years of hard work and arduousexploration, China’s economic development and social undertakings have maderemarkable achievements, high-speed average annual growth of9.8%, also created amiracle in human economy development history. Since the founding of new China, theChinese government has always attached great importance to the development ofregional economy, since entering the new century, it has made the implementation ofthe western development, the revitalization of Northeast China and other old industrialbases, promote the rise of the central region and other major strategic decision.Especially in recent years, the regional development strategy to advance in depth, theregional gradient transfer of industries to speed up the pace, the development potentialof the Midwest continue to release, the coordination of regional development wassignificantly enhanced. From June21,2005the State Council officially approved toShanghai Pudong New Area comprehensive reform pilot, as of September6,2012,Nansha New District approved, a total of78regional planning and policy documents upto "national strategy". In2009December, the Yellow River Delta Efficient EcologicalEconomic Zone rose to national strategy. Binzhou city, as the development andconstruction of the main battlefield, through3years’ practice and exploration,completed the interim evaluation of national "development planning" of the YellowRiver Delta Efficient Ecological Economic Zone of in2012.14key indicatorsprogressed with expectations, which indicated that the work has made significantresults.However, rapid economic growth, resource constraint tightens, seriousenvironmental pollution, ecological degradation and other issues have becomeincreasingly prominent. Under the current grim situation, the past extensivedevelopment has not adapted to the new requirements. The development of regional economy is facing new opportunities and challenges, and needs to clearing manyobstacles and solving difficulties.This paper is based on my actual work combined with the construction practice ofthe Yellow River Delta Efficient Ecological Economic Zone of Binzhou City. I amtrying to stand at the perspective of the government public management, to analyze thedevelopment of domestic and international regional economic and demonstrate the pathand counter measures of the local government in promoting and speeding up of regionaldevelopment.The full text is divided into six parts:The first part of the thesis is to introduce the regional economic definition andtheoretical research, to define the concept of region and regional economy, and regionalintegration and industrial gradient transfer concept, and to focus more on the theory ofbalanced development, unbalanced development theory and development theory.The second part of the paper is a review of the development of regional economyat home, and.the development of regional economy in China policy environment, theevolution of the major regional policy in different periods of the profound analysis.The third part is take the develop the Yellow River Delta of Binzhou City forexample, to describe the progress after the national planning approved, and difficultiesand problems in the work.The fourth part part of the paper is a review of the development of regionaleconomy abroad, to American and German experience cases each regional economicdevelopment.The fifth part is the countermeasures of the current local government to give playto the function of regional economic development, like clearing the functions ofgovernment at all levels, making scientific and rational development of regionaldevelopment planning, improve the plan by additional measures, through the highlightof the "Plan" perspective.The sixth part is the conclusion of this paper.
