There are tens of millions of new workers each year in China at present. Thegovernment attaches great importance to solve the employment problem, because ofits relationship with the people’s livelihood, social stability and economicdevelopment. With the rapid economic development, China’s employment problem hasbeen alleviated to a certain extent, but there is also more complex tendency: Onthe one hand, employment is difficult, such as the difficult employment of collegestudents; on the other hand, recruitment is difficult, such as "labor shortage"in the southeast coastal. Therefore, the government takes the problem of structuralunemployment as a key problem of working.This paper believes that the root cause of the problem of structuralunemployment is the labor market segmentation. Only the government to relaxcontrols on the labor market, reduce or eliminate the labor market segmentation,and make the labor force flow more freely and competitively, can the human resourcesbe more rational allocated, so as to solve the problem of structural unemploymentin our country completely.The first chapter of this paper illustrates the background, significance ofthe thesis, domestic and international theoretical research, which laid thetheoretical foundation for the thesis. Besides, the first chapter makes clear thewriting goals, contents, methods, difficulties and innovations.The second chapter introduces the current situation of labor market and thelabor market segmentation, and discussed the segmentation of labor market in China,such as the segmentation of village and urban labor market, the segmentation ofone and two grades labor market, and the segmentation of internal and externallabor market.The third chapter introduces the concept and the types of structuralunemployment and the present situation of structural unemployment in our country.The fourth chapter analyzes the causes of structural unemployment in China,it is demonstrated how the three segmentations of labor market is to influence the structural unemployment in China, under the perspective of labor marketsegmentation theory mainly.The fifth chapter puts forward some countermeasures for solving the problemof structural unemployment of China in the government management in the perspectiveof elimination of labor market segmentation. It is hope that the countermeasurescan provide a reference for the department of human resources management to reformthe system and solve the problem of structural unemployment.
