Rural-Urban migration is an important issue, which matters the welfare of millions of farmers and the future development of China. Since the reform and opening-up policy, China has accelerated its pace of urbanization, and the labor migration from rural areas to urban cities plays an important role during this process. How to analyze the process of rural labor migration with economic model, including the decisions to migrate from rural areas to cities and the human capital accumulation afterwards, is the main purpose of our research. This article analyses the difference of human capital accumulation environment between migrant workers and urban citizens by the calibration and numerical simulation using MATLAB and the analysis the reasons behind the economic reality. And in the end, we propose relevant policy suggestions on the improvement of human capital accumulation environment of migrant workers. This paper innovates mainly from theoretical models. That means, we expand a new model, containing urban citizens, leaders of migrant workers and new migrant workers, based on Lucas model and do some research on the difference of human capital accumulation environment between migrant workers and urban citizens caused by household registration system.According to the research, we can get conclusions as follows:The improvement of human capital accumulation environment for migrant workers will widen the income gap between migrant workers and farmers, narrow income gap between migrant workers and city residents, accelerate human capital accumulation of migrant workers and the migration process and enhance the level of labor revenue. And the improvement of human capital accumulation environment for migrant workers will also reduce unemployment rate and improve the welfare of migrant workers in the long run.
