Urban And Rural Areas In Jiangxi Province As A Whole And Policy Research

The coordination of urban and rural development is the strategic mission which was brought up by the16th National Congress of CPC. The17th and18th Congress of CPC work on further strategic deployment toward the coordination of urban and rural development. The18th Congress of CPC point out definitely that we should increase the efforts of the coordination of urban and rural development, rise vitality of rural development, narrow the urban-rural gap step by step and promote prosperity between urban and rural areas. It should be said that the coordination of urban and rural development is not only the inevitable choice to break dual structure contradiction, but also the fundamental requirement to thoroughly apply the scientific outlook on development.The research on the coordination of rural and urban development always catches the most attention both at home or abroad. It is generally believed that to phase out the dual structure of urban and rural areas, to reduce the gap and achieve a sound balance of the development level between urban and rural areas, to set up city-country integrate system are the keys to the coordination of rural and development. Jiangxi Province is a less-developed province in the interior part of China, with large proportion of agriculture and rural areas, backwardness of the level of economic development, slow speed of urbanization, obviousness of the dual economic structure, and highlighting urban-rural gap in a long history. In order to solve these problems, it’s of great importance to find a way to speed up the coordination of rural and urban development, constantly improve the city-country integrate system, and we should focus on the new breakthrough in respect of town and country planning, industrial distribution, infrastructure and ecological construction, public service and social management.This paper is based on the actual condition of Jiangxi, proceeding from the theory and practice of urban and rural development at home and abroad, analyses of the current situation of the coordination of urban and rural development in Jiangxi, research on the announced work practices and policies, and open question and reasons, offers proposals of the related policy measures for promoting urban and rural development in Jiangxi, with reference to the practical experience of some advanced region. I suggest to start with the public policy, and keep eyes on innovations in system and mechanism, improve system on household registration, land and public service. And forcefully accelerate merging and interaction of economic and social development in urban and rural areas. So that we can break the dual structure, reduce urban-rural gap, achieve a balance of public service level, and accelerate the process of the integration of urban and rural areas.
