To improve the competence of enterprise must good use of employee’s human capital. With the fully-utilization of employees’knowledge, skills and abilities can lead to better performance for organization. Nevertheless, many research and development employees are being underemployed with holding surplus knowledge, skills and abilities nowadays. Hence, it is one of effective way to enhance the competence and performance of organization with underemployment improvement.With literary review and survey data, the underemployment problem of T company employee’underemployment was investigated and identified. It has reached the conclusion is as follows:the job characteristics was negatively related to underemployment and organizational support as a moderator to partly ameliorate the negative effects of job characteristics and it. Finally, the limitation of the research and future of theory development were discussed.
