Urban agriculture, arising from the rapid progress in the course of urbanization, is a new agricultural form integrated with production, living and ecological functions. on the bases of reviewing relevant literatures and referencing domestic and international development experience, as the regional economics, agricultural economics, systematic, urban economics and other related disciplines’ theories as the guideline, the paper sums up the meaning, features and development models of urban agriculture, analyzes of Longyou’s advantages, disadvantages, challenges and opportunities of developing urban agriculture, then combined chain management theory, designs of the industrial system of urban agriculture, proposes of the basic ideas and models of agricultural complex construction, and builds a modern spatial layout planning framework with "one center, one ring and three zones".The conclusions as follows:1) the current urban agriculture is facing unprecedented opportunities, but also facing land fragmentation, capital and skills shortages, aging of the workforce and other issues;2) according to their locations and resource endowments, define functional position and leading industries;3) based on functional position with leading industry, building a complete industrial chain system and constructing agricultural complex is the basic path of developing urban agriculture;4) continuing to adjust and optimizing the spatial layout, and promoting the specialization and scale is an important competitive tool to enhance the development of urban agriculture.
