Benefit Evaluation Index System Of Resource-based Enterprise’s Land Assets

As " industrial blood", Oil and gas are important strategic resource for the development of the world economy, impacting directly on the socio-economic development. Stable production of oil and gas is an important guarantee for national energy security. Although China’s oil and gas resources are rich, the oil and gas are under considerable stable production pressure because of the special oil and gas geological conditions-difficult exploration of Oil and gas, low reserve-production ratio. Especially in recent years, the domestic key oilfields has generally enter late mining and the natural decline is accelerated. Land supply as necessary conditions to accelerate the exploration and development of oil and gas resources is nessary for the protection of national energy security.This paper Selected oil and gas companies as a representative of the resource-based enterprises, the current situation the land asset benefit evaluation was investigated through visiting and discussing firstly, it was believed that the oil companies internal land assets benefit evaluation existed some problems,such as lacking professional institutions and personnel, the narrow perspective and unsystematic arbitrary of land assets efficiency evaluation system, the negligence of efficiency indicators and qualitative indicators; Secondly, we described the linkages between land, economic, social, environmental and land-use support system on the overall level, and thus benefit evaluation index system of land assets for oil-gas companies was built; Thirdly, the evaluation model based on the multi-index evaluation theory, efficacy coefficient method, AHP and survey was used to evaluate Y oil-gas company land assets. Study showed that:the economic benefits is still the best proof of the effective usage of oil land assets, land support system effectiveness overflow apparently, and land asset management as well as technological innovation is an important profit growth. Finally, the paper proposes some ways to improve the evaluation of oil and gas enterprise efficiency of land assets: Transformation of land asset management philosophy, promote sustainable intensive utilization of land assets; improve the land asset management content, actively to solve the problems left over by history; optimize existing land management, organizational structure, and enhance the quality of land management personnel; improve the level of digital management of land and promoting land asset management meticulous.
