It has an significance to human society for land as the spatial carrier of human societyproduction and living activities. The condition of large population with relatively arable landand urbanization rapid development makes it worse for land supply and demand tension. Thesource of construction land becomes a social focus after a series of measures containing basicfarmland protection, farmlands occupied by construction land restrict. Low Hilly and GentleSlope Land comes into people’s horizons which accounts for a considerable proportion inunused land. Low Hilly and Gentle Slope Land has a characteristic of soil barren and lowsexual function production. but it includes all the bearing function space. Therefore, theministry of land and resources launched the pilot projects for Low Hilly and Gentle SlopeLand. But the related researches on suitability evaluation of Hilly and Gentle Slope Land arelack, and it is unable to meet the needs of pilot projects for Low Hilly and Gentle Slope Land.It becomes the key problems to be solved of which Low Hilly and Gentle Slope Land suitablefor development as construction land.Taking the low hilly and gentle slope land pilot as the reseach object in Economic andTechnological Development Zone of Yantai, Shandong Province, refer to the theories andmethods of land evaluation, Taking full account of the special nature of the low hilly andgentle slope land development, taking GIS technology as the support, through theestablishment of a low hilly and gentle slope land construction suitability evaluation indexsystem, using the method of multi-factor weighted index and the method of AHP, from theaspects of social economy and natural environment, this paper carry out the low hilly andgentle slope land suitability macro-evaluation and micro-evaluation. Explore the low hilly andgentle slope land as a whole and each unit within the building suitability from the point ofview of both macro and micro, explore the low hilly and gentle slope land rating models, thedevelopment of feasibility studies and planning and development for the low hilly and gentleslope land to provide decision support. The main contents and results are as follows:(1) The connotation definedSo far, there is still not for the concept and scope of the low hilly and gentle slope landmade clearly defined. From the narrow scope of the concept and the broad range of theutilization this paper discussed the connotation and range of the low hilly and gentle slopeland. Indicated that low hilly and gentle slope land development should be relative elevationof less than200meters, surface slope is less than25%of the hillside.Low hilly and gentle slope land construction suitability evaluation is assessing thesuitability level of the land to develop the low hilly and gentle slope land into construction land, which contain the macro-evaluation and micro-evaluation. The macro-evaluation as apre-feasibility evaluation. After building a macro-evaluation index system, the paper evaluatesevery single factor, and get the score and construction suitability level taking the study area asa whole by the method of multi-factor weighted index; as a planning evaluation,micro-evaluation delimit the construction suitability of the study area on the basis ofmulti-factor comprehensive evaluation. It is detailed evaluation of internal low hilly andgentle slope land.(2) Research on related factorsThe topography of the low hilly and gentle slope land area is difficult. And economic andsocial conditions are relatively poor. These determine that the factors of low hilly and gentleslope land and plain are diffrent. According to the characteristics of low hilly and gentle slopeland, the paper select seven factors of natural environment that consist of slope, relativeelevation, geology capacity, geological disasters, hydrogeology, water buffers, and sevensocio-economic factors which consist of traffic conditions, urban influence, the proportion ofunused land, planning and control, secondary and tertiary industries output, population density,land use types.(3) construction suitability macro-evaluation of low hilly and gentle slope landAccording to the meaning of construction suitability evaluation of low hilly and gentleslope land land and its influencing factors, select the seven natural environment factors,include slope, relative elevation, geology capacity, geological disasters, hydrogeology, waterbuffers, and six socio-economic factors include traffic conditions, urban influence, theproportion of unused land, planning and control, secondary and tertiary industries output,population density, land use types, from the related factors. Using the method of AHP get theweight of each factor, the establishment of macro-evaluation system and using the method ofmulti-factor weighted index get the score and construction suitability level taking the studyarea as a whole. The macro-evaluation results show that study area score of7.34points,which is moderately suitable and a higher degree. The conditions of land are relatively goodor general, and adapt to the building needs basically, which is suitable to develop andconstruct.(4) Construction of low hilly and gentle slope land suitability micro-evaluationAccording to the meaning of construction suitability evaluation of low hilly and gentleslope land land and its influencing factors, select the seven natural environment factors,include slope, relative elevation, geology capacity, geological disasters, hydrogeology, waterbuffers, and three socio-economic factors include traffic conditions, urban influence, land use types to construct the micro-evaluation system. Using AHP get the factors weight, and usingthe overlay method divide evaluation unit. Micro-evaluation delimit the constructionsuitability of the study area on the basis of multi-factor comprehensive evaluation, thus obtainmicro-evaluation map of the study area. The results show that optimal, suitable, marginallysuitable and unsuitable area are80.49hm2,128.4hm2,98.16hm2and42.22hm2, accounting for23.04%,36.77%,28.10%and12.09%of total area respectively. there is208.89hm2that issuitable for development and construction, accounting for59.8%of total area, thus the studyarea has great potential. Suitability characteristics of the low hilly and gentle slope land inspace is southern higher than northern and circle distribution which is gradually reduced fromthe plains and slope deposit land to the surrounding hillsides and hilltop.(5) Suggestion measuresfirstly, according to the evaluation results and the pros and cons of the study area,Recommended the study area adopt the development model that concentrate into a film.optimal area efficiently develop, suitable area balance environmental protection, marginallysuitable area taken environmental protection as a priority and unsuitable area carry outshelterbelt construction. Proposed the study area developed as industrial land. Proposed tointroduce enterprises that do not rely groundwater. Taking engineering measures to improvethe unfavorable factors and prevent typhoon, seawater intrusion, avalanches and otherdisasters.secondly, discuss appropriate evaluation methods of low hilly and gentle slope land.suggest to select the method of multi-factor comprehensive analysis. According to the amountof data processing determine division method of evaluation unit which is the grid method oroverlay method. Factor weight determination methods need to base on specific issues.
